Plan Commission — Minutes

Plan Commission Meeting March 9, 2026 1. Meeting was called to order at 7:02 p.m. by Chairperson Paula Przywojski. Members present were: Frank Fogel, Charlie Lipke and Seth Waddell. Tom Thompson and Mike Wellik were excused. Jon Zabel was absent. Kim Reibel was also present. The Pledge of Allegiance was recited. 2. Motion to approve agenda by Fogel/ Lipke passed unanimously. 3. Public Comment: Steve Mooney, Carefree Drive spoke in opposition of opening up Hilltop Drive to the new sub-division. Presented Commission with a copy of a petition signed by several neighbor who also opposed it. Michael Polodna, Hilltop Drive, spoke against opening Hilltop Drive as he felt it was too narrow to handle additional traffic. Scott Shumway, Sugar Lane, agreed with previous speakers and felt it would add to the burden of getting out on the highway. Motion to approve minutes of January 12, 2026 meeting by Lipke/ Fogel passed unanimously with the correction of a typo in item 7. 5. Update, discussion and possible action making recommendation to Town Board relating to Heritage Hills II subdivision development in the City of Onalaska including but not limited to the extension of Carefree Drive to form a Cul de sac with 4 lots, and not connecting Hilltop Drive to the new development: Motion by Fogel/ Waddell to recommend to the Town Board extending Carefree Drive and forming a Cul de sac with 4 lots, but not connecting Hilltop Drive to new development. Motion passed unanimously. 6. Discussion and possible action making recommendation to Town Board relating to CSM for Ron Brown W5831 County Road S, subdividing tax parcel 10-00732-006 into 2 parcels: Motion by Przywojski/ Lipke to recommend to the Town Board approval for a CSM for Ron Brown W5831 County Road S, subdividing tax parcel 10-00732-006 into 2 parcels with the restriction that there be no further subdividing of mentioned parcels. Motion passed unanimously. 7. Discussion and possible action making recommendation to Town Board relating to 2025 Act 68 and the Town subdivision ordinance: Motion by Fogel/ Waddell to recommend to the Town Board sending 2025 Act 68 to the attorney passed unanimously. 8.
