Minutes
Wednesday, June 18, 2025
430 Dewey Drive-Stevens Point WI 54482
Call to Order: The meeting was called to order by Chairman King at 6:30 pm. The Pledge of Allegiance was
recited.
Verify Open Meeting Notice & Roll Call: Open meeting notice was verified. Chairman Maurice King,
Supervisor LeRoy Pukrop, Supervisor Dennis Meis, Clerk Angela Lochinger, and Treasurer Lori Kolodziej
were present. 3 town residents and/or visitors were present.
Approval of Minutes from the meeting of May 21, 2025: Supervisor Pukrop motioned to approve the
minutes of May 21, 2025, as presented. Supervisor Meis seconded. The motion passed 3-0.
Citizens wishing to address the Town Board: None
Supervisor Comments/Concerns: Supervisor Meis brought up crack filling and asked about granite from
the Town of Guenther for the shared section of Birch Drive. He also inquired about a town employee’s
light-duty restrictions due to a hand injury.
Update on “Public Access” property: Chairman King reported that the Town of Dewey’s Public Access
parcel on Bay View Drive, established during the 1977 Bay View Estates subdivision, complies with
Wisconsin Statutes Chapter 236, requiring public access to navigable waters. He sent a letter to
neighboring property owners clarifying the parcel’s status and met with owners to discuss removing a
private boat dock. The town’s attorney confirmed the legal basis for removal, and Chairman King is
checking with the Wisconsin DNR for enforcement guidance.
Discussion/Action on timeline for removal of private property from the Public Access property:
Supervisor Meis motioned to postpone setting a timeline for removing private property from the town’s
Public Access parcel until Chairman King consults with the Wisconsin DNR. Supervisor Pukrop seconded.
The motion passed 3-0.
Discussion/Action on liquor, beer, operator, tobacco and vaping licenses: Supervisor Pukrop motioned
to approve the liquor, beer, and operator license applications for Tiki Beach Bar & Grill, Bullheads Bar &
Grill, and Sunset Bay Grill as presented, and to approve the liquor and beer license for Funny Farm Bar &
Grill contingent on receiving payment. Supervisor Meis seconded. The motion passed 3-0.
Discussion on granite project on Birch Drive east of Haymeadow Drive: The board discussed the town
completing a granite project on Birch Drive east of Haymeadow Drive using three town trucks and
possibly hiring a former employee to grade the 0.3-mile section over several days to save costs. The
work would add a 3–4 inch granite lift in the area where culverts were installed a few years ago, leading
up to 4022 Birch Drive, to address potholes and washouts from rain. The board had originally planned to
seek bids but is now considering doing the project with town staff and equipment.
Discussion on purchasing a trailer for hauling portable equipment: The board discussed looking around
to purchase a used trailer to haul equipment like blacktop saws, compactors, and snow fences, avoiding
wear on employees’ personal trailers. A 10x14 trailer without brakes, suitable for outdoor storage, was
proposed.
Update on applying for a grant through the DNR for tree trimming: Chairman King said the Wisconsin
DNR grant application opens July 1 and is due October 1. He suggested town employees create a list of
main roads needing tree trimming, prioritizing high-traffic areas before side roads.
Work on the preparation of an Employee Health and Safety Plan: Chairman King provided a draft
Employee Health and Safety Plan, based on the Town of Eau Pleine’s approved plan, which the board
reviewed and agreed is a really good start. The board suggested updates and discussed employee safety
training options.
Clerk/Treasurer Reports: The board reviewed the Clerk and Treasurer reports for May, noting that the
reports balanced.
Supervisor Pukrop motioned to accept the Clerk and Treasurer reports as presented. Supervisor Meis
seconded. The motion passed 3-0.
Chairperson’s Report on town work and activities: Chairman King reported that town employees
installed new road signs and cleared brush around several signs. Granite was added to Oakwood Drive
to address standing water in two areas, and they are repairing washouts west of Sunset Drive. Chairman
King also began the process of obtaining a DNR culvert permit for a replacement on Oakwood Drive. The
town tractor and grader were sent out for repairs — the tractor is experiencing power loss, and the
grader’s AC compressor repair is estimated to cost between $3,500 and $6,200.
Correspondence: The board reviewed correspondence.
Meeting Dates & Agendas: A public hearing on proposed ordinance updates is set for July 2, 2025, at
6:30 p.m., with the next Town Board Meeting scheduled for July 9, 2025, at 6:30 p.m., both at the Town
of Dewey Town Hall.
Approve and Pay Bills: Supervisor Meis motioned to approve and pay the bills as presented. Supervisor
Pukrop seconded. The motion passed 3-0.
Adjournment: Chairman King adjourned the meeting at 7:46 p.m.
