Draft minutes: these minutes have not been approved by the Plan Commission & are subject to corrections/changes. TOWN OF HOLLAND PLAN COMMISSION October 7 2026 MEMBERS PRESENT Chair Bob Stupi, Mike Garson, Anita Jagodzinski, Doug Klenke, Bryan Nindorf, Anne Paape and Kathy Warzynski STAFF PRESENT John Frauenkron (Town Crew Supervisor), Marilyn Pedretti (Town Clerk) CALL TO ORDER Chair Stupi called the meeting to order at 6:30 p.m. Notices were properly posted. MINUTES Motion by Garson/Klenke to approve the minutes from September 2, 2026. MOTION carried. CITIZENS’ CONCERNS: Paul Sobkowiak, W6480 County Road V, had concerns with the paved bike trail and snowmobile access. Stupi noted this was not a Plan Commission item and will discuss with him separately. CUP: SOBKOWIAK Paul Sobkowiak/Jane Brockway, W6480 County Road V, requested a Conditional Use Permit (CUP) to raise an existing farmhouse at W6291 County Road V and replace with a mobile home for continued residential use by a farm worker. Sobkowiak explained the current farmhouse needs many repairs and a mobile home would be economical for the farm worker. Members reviewed the Mobile Home Ordinance and La Crosse County Zoning input. Discussion followed. Motion by Klenke/Nindorf to recommend to the Town Board approving their request to raise the existing farmhouse and replace with a mobile home for a resident farm worker, Patricia Hoff, at W6291 County Road V. MOTION carried unanimously. AMENDING ATV/UTV ORDINANCE Sobkowiak explained he is leading the charge to allow ATV/UTV traffic over Hunter’s Bridge on U.S. Highway 53 between La Crosse County and Trempealeau County. He reported he is working with the Wisconsin Department of Transportation (DOT) on the process. Stupi reported the amendment language provided in the packet was from the DOT and that all four municipalities (Holland, Town of Gale, and the two counties) must agree to open the route. Discussion followed. Motion by Garson/Nindorf to recommend an amendment to the ordinance to allow ATV/UTV across Hunter’s Bridge. MOTION carried unanimously. COMMERCIAL PROPOSAL: WESTPFAHL Jim Westpfahl, N7343 Hidden Prairie Road, asked for input concerning a revised concept map outlining a possible commercial development along Highway 53 between County Road T and Council Bay Road, which is listed as “Conditional Commercial Corridor” in the Comprehensive Plan. He explained the previous maps had 41 lots and the revised map shows 25 lots. He explained the general layout and the push to keep existing trees to maintain the rural look. Discussion followed concerning safety at the access point on Council Bay Road, stormwater issues, steepness of some lots and a possible turn-around within the plat. It was the consensus that a commercial development would be feasible and they could move forward with the surveying. draft 2 TOWN BOARD UPDATES Stupi reported the board approved the Certified Survey Map for the Hales. ANNOUNCEMENTS & FUTURE AGENDA ITEMS: none given. ADJOURNMENT Motion by Klenke/Paape to adjourn. MOTION carried. Meeting adjourned at 7:30 p.m. Respectfully submitted, Marilyn Pedretti, Town Clerk
