Additionally, request to Designate $59,500 Exodus Reserve for Small Business Support During the Blatnik Bridge Closure The mis sion of the Development Association is to champion business growth, creation, recruitment and retention in the City of Superior and Douglas County. The Devel opment Association during this past year has worked hard to reduce spending while increasing efforts in business retention, business recruitment and new Development Association membership. The Devel opment Association has achieved its goal of building back its fund balance to over $365,300.00 and achieved our goal of having current assets of at least one-year operating expense. This is a fiscally prudent position for a non-profit organization to maintain continuity of operations should revenue be delayed or reduced, reserve in place for unexpected expenses, economic downturn, and creditability. A strong balance sheet demonstrates responsible stewardship to members, public partners, lenders and funders. Additionally, out of this fund balance our micro-loan program is funded. Our Board of Directors in 2021 approved $150,000 to be used for the micro-loan program that provides gap funding for businesses. As y ou know the Development Association manages the City/County owned Superior Business Center building at 1423 N. 8th Street. Years ago, the City and County paid the Development Association a fee to manage the building and incubator program. I am proud to say that we have cashed flowed the building since 2015 and paid off or a quarter of a million dollars in loans to the City and County. Addit ionally, The Development Association manages the Douglas County Revolving Loan Fund. The funds t hat Douglas County invests in the Development Association allows us to continue our efforts for business expansion, retention, recruitment. RETURN TO AGENDA The Development Association | 715.392.4749 | wegrowbiz.org The Development Center on Tower 1401 Tower Ave, Superior, WI 54880 The Development Center on Hughitt 625 Hughitt Ave, Superior, WI 54880 The Development Center on Eighth 1423 N. 8th St, Superior, WI 54880 Request to Designate $59,500 Exodus Reserve for Small Business Support During the Blatnik Bridge Closure We all know the Blatnik Bridge reconstruction will have an economic impact on businesses throughout our region. Despite the significant planning, advocacy, and preparation already underway—including the Economic Impact Study and the Bridge to Progress Program led by the Development Association in partnership with the City and County—we cannot predict the full extent or duration of the disruption with 100% certainty. What we can do is prepare now to ensure Douglas County has resources available to respond when businesses begin to experience the effects. Available research and local business feedback indicate that small businesses, particularly those with 25 or fewer employees and those in customer-dependent industries such as retail, dining, and entertainment, are among those most vulnerable to changes in traffic patterns, customer behavior, workforce access, and regional connectivity. These businesses often have fewer financial reserves and less capacity to absorb a prolonged decline in revenue. At the same time, despite extensive community advocacy and planning, no dedicated public funding has yet been secured for the financial assistance business owners and operators have identified as one of their highest priorities: grants and forgivable loans. This creates a significant gap in our regional preparedness strategy. The Wisconsin Economic Development Corporation (WEDC) recently announced its Small Business Development Grant Program (SBDG), allocating $1.5 million for Fiscal Year 2027 to help Wisconsin small businesses access capital to sustain and grow. Individual grants range from $50,000 to $250,000. While matching funds are not required, applications that include matching funds receive additional consideration in the scoring process. Importantly, WEDC funds cannot be used for administrative costs or technical assistance. The Development Association intends to apply for up to $250,000 through this program to provide financial assistance to Douglas County businesses working to remain open and sustain operations during the Blatnik Bridge closure. Designating the $59,500 Exodus Reserve as matching funds would significantly strengthen that application while creating an opportunity to leverage County dollars into a substantially larger pool of resources for local businesses. The City of Superior has also expressed interest in partnering on these efforts and contributing resources toward the initiative. This approach provides the County with a leveraged, targeted, and accountable use of existing reserve funds managed by a trusted partner organization. Rather than waiting until businesses are already experiencing significant financial distress, the County can position resources now to respond to the disruption and maximize outside investment in Douglas County. The Development Association | 715.392.4749 | wegrowbiz.org The Development Center on Tower 1401 Tower Ave, Superior, WI 54880 The Development Center on Hughitt 625 Hughitt Ave, Superior, WI 54880 The Development Center on Eighth 1423 N. 8th St, Superior, WI 54880 The proposed use also provides a responsible contingency. If the WEDC grant is not awarded, the $59,500 commitment would instead be designated to the Development Association’s revolving loan fund, where it would continue to provide financial assistance to small businesses in Douglas County. While the total amount of assistance would be smaller without the WEDC award, the County’s investment would still be used for its intended purpose: helping local businesses withstand economic challenges, maintain operations, and preserve jobs. The Blatnik Bridge closure is an unprecedented regional economic challenge. We have invested significant effort in understanding the potential impacts and preparing our businesses, but preparation must also include having financial resources available when they are needed. Designating the $59,500 Exodus Reserve now gives Douglas County the ability to leverage additional state funding, respond to the needs businesses have already identified, and establish a local financial backstop should outside funding not materialize. For these reasons, the Development Association respectfully requests that the Douglas County Land and Development Committee approve the designation of $59,500 from the Exodus Reserve as matching funds for the Development Association’s WEDC Small Business Development Grant application, with the funds redirected to the DA revolving loan fund if the WEDC grant is not awarded. As indicated earlier, the Development Association is also requesting operating funds off $30,000 for 2027 from their annual Non-Departmental Budget Request meeting. The Development Association appreciates the continued support of Douglas County. Sincerely, Jim Caesar Jenice Meyer Executive Director Assistant Executive Director The Development Association, Inc. This increase reflects the momentum we have built over the past year, including hiring our first full‑time Museum Manager. Professional staffing has already expanded our educational programming, strengthened collections care, increased our capacity to support research inquiries, and improved our outreach through our website, social media, and community partnerships. We are also investing in ourselves through our gift shop, fundraiser events, and other initiatives that build both engagement and financial resilience. Additional county support will allow us to continue this growth and broaden the public services we offer. With increased funding, we can develop new community programming such as movie nights, concerts, specialized tours, and off‑site tours. We can also invest in our gift shop merchandise and organizational branding to diversify our revenue streams, reduce long‑term reliance on public funding, and ensure that Douglas County’s history remains accessible, inclusive, and professionally cared for. To sustain this progress and meet rising operational needs, we respectfully request an increase from $15,000 to $25,000. Thank you for your continued commitment to Douglas County and for considering this request.
