REGULAR MONTHLY MEETING TOWN OF AMHERST PAGE 1 OF 2 May 13, 2026 NOTICE: 2 Postings, Website CALL TO ORDER: At 6:30 p.m. PLEDGE OF ALLEGIANCE: ROLL CALL: Chairman Spierings, Supervisor Trzebiatowski, Supervisor Lutz, Treasurer Rogers, Clerk Lea, Brent Holderman, Mike Parrott (GEC), Jared Lea (American Asphalt), Chase Brockman (Scotts Construction) APPROVAL OF APRIL 8,2026 MONTHLY MINUTES: M/S by Trzebiatowski/Lutz to approve the April 8, 2026minutes. M/C. Ayes = 3. PUBLIC INPUT: 1.) None GEC BUILDING INSPECTOR: Michael Parrott, Director of Services for GEC introduced himself and told the town board what kind of services GEC offers. Michael also asked the town board questions about what the town’s needs are concerning building inspections. Chairman Spierings asked for the town to receive 10% of fees. GEC will write up a proposal and get it emailed to us. TERRY HIGGINS – CRACK SEALING: Terry did not show up to the meeting. FIRE & SAFTEY REPORT: 1.) The fire district has used tires that they are giving away. The town will accept the used tires for our plow trucks. 2.) The fire station is putting asphalt from current driveway behind the building to Conex boxes. The bid came back at $6,500 and will be paid out of the capital funds. 3.) There will be a pancake breakfast this Sunday at the fire station 8 a.m. until noon. GROUNDWATER REPORT: Representative, Gary Rzentkowski, was not present. PLAN COMMISSION REPORT: No meeting was held. TOWN BOARD RESOLUTION SUPPORTING A COMPREHENSIVE AND SUSTAINABLE TRANSPORTATION FUNDING SOLUTION: The WTA asked Town Boards to adopt a resolution urging the Governor of Wisconsin and the State Legislature to enact a comprehensive, sustainable transportation funding solution. M/S Trzebiatowski/Lutz to adopt resolution supporting a comprehensive and sustainable transportation funding solution. Resolution # 5/13/2026. M/C Ayes = 3. ROAD REPORT - 2026 ROAD REPAIRS, BRUSHING OF ROADS: 1.) Noah Swenson from Academy gave an estimate of $100,000 for cleanup of town roads due to ice storm. 2.) The town received a 311 request for concerns of brush on sides of Old Highway 18. REGULAR MONTHLY MEETING TOWN OF AMHERST PAGE 2 OF 2 ESTIMATES FOR ROAD REPAIRS: Scott Construction gave estimated bids for chip sealing of Berberg Rd ($3,000 for just bad spots and $9,000 for whole road) and Pine Hill Road ($17,756 – 840 feet will be double chip seal). Tomorrow River Road- $22,262 (Hwy 161 to Hwy SS), $23,847 (Lake Meyers to Hwy SS), $24,500 (Yellow Brick Rd. to Lake Meyers) and $9,119 (Yellow Brick Rd to Village of Amherst limits) for total of $79,895. BID OPENING FOR FLOISTAD RD., BESTUL RD., LAKE & PAVELSKI ROADS: American Asphalt was the only business to drop off bids. Bestul Rd - $207,875(Olson Rd. to Hwy T), Lake & Pavelski Rds - $248,037.78 and Floistad Rd.-$57,482.80. This totals $513,395.58. With the chip sealing from Scott Construction of Tomorrow River Road (see above), the total is $593,270.58. M/S Trzebiatowski/Lutz to accept all bids except Berberg Rd. and Pine Hill Road. M/C Ayes = 3 DISCUSSION AND POSSIBLE ACTION OF EMPLOYEE SHARING TIMESHEET: There is an employee that was having his son work for the town when needed and was putting the sons’ hours with his own. The son would then receive the same pay as the employee. If the son will be working for the town, he will need to fill out the appropriate paperwork. ACTUAL COSTS FOR ICE STORM AND SNOWSTORM: Discussion took place on the paperwork that Chairman Spierings and Treasurer Rogers filled out for Portage County Emergency Management for the ice and snowstorm. The ice storm is just an estimate due to cleaning up that is not finished. BUILDING INSPECTION, ZONING PERMIT REPORT: 1.) Portage County Fair Association 2.) Blenker Properties 3.) Hedi & Lawrence Gauther 4.) Jason Sopa TOWN HALL REPORT: Employee Keith Rogers has resigned from the town. TREASURER’S REPORT: Treasurer Rogers read report. Town Balance is $342,638.40 New Garage/Road Repair Loan balance $225,718.54. PAYMENT OF BILLS: Reviewed BUDGET REPORT: Reviewed CORRESPONDENCE: 1.) Resident, Tommy Enright sent a concern of sand on road. AGENDA ITEMS FOR NEXT MONTH: 1.) Alcohol licenses. 2.) GEC contract ADJOURNMENT: M/S Trzebiatowski/Lutz to adjourn at 8:47 p.m. M/C.
