SPECIAL Meeting
Snow Plowing Evaluation Meeting Minutes
September 22, 2026
In Attendance: Matt DeMarco, Cody Theil, Jeff Blahnik
Purpose: Interview and evaluate the two candidates that bid on the snow plowing for the southern portion of the Town of Manitowoc.
Location: All attendees met at both the Town Hall and went to each of the businesses.
Results: The Town Board members evaluated each business using the criteria set in the Agenda for the meeting. It was determined that both candidates would be capable of handling the job. However, Bob Braun stood out on several criteria. First, the Town must enter a into a buying consortium to purchase salt, the state has advised the County Highway Commissioner on the facilities that are state certified and had asked the Highway Commissioner to advise the Towns of those facilities. This strongly suggests the State want the Towns of use only those facilities that are state certified. Second, Bob Braun has eight CDL licensed drivers to plow roads, TJ Seiler has three. Third, Bob Braun has a crew with hundreds of hours plowing Town roads, TJ Seiler has none. For these reasons the Town Board members agreed unanimously that Bob Braun should be awarded the contract. The Board will take an official vote at the October 12 Town Board meeting.
The Town will also have to contact the County Highway Commissioner to purchase salt and arrange delivery to Bob Braun. The estimate for the year is 25 tons at around $95 per ton. In coming years the County Highway Commissioner will enter the Town of Manitowoc into the buying consortium for salt.
