Town Board Meeting Minutes Town of Manitowoc April 13, 2026 - 7:00 PM The meeting was called to order on April 13, 2026, at 7:00 PM. In Attendance: Jeff Blahnik Cody Thiel Matt DiMarco Andy Shavlik Kristen Schmidt Jeri Gilbert Elliot VanderBloomen Joe Stanzel Steve Klinker The Pledge of Allegiance was recited. A motion was made by Supervisor Cody Thiel and seconded by Supervisor Matt DiMarco to approve the April agenda. A motion was made by Supervisor Matt DiMarco and seconded by Supervisor Cody Thiel to approve the March meeting minutes. Public Comments Elliot VanderBloomen appeared on behalf of Paul VanderBloomen to request a liquor license for 2X Bar. The background check was approved. A motion was made by Supervisor Cody Thiel and seconded by Supervisor Matt DiMarco to grant the liquor license. Financials Financials were reviewed. Liquor License & Staffing - Elliot VanderBloomen requested a new liquor license for Two Extremes under new ownership. - Paul VanderBloomen will lease and operate the business, with an anticipated opening on Friday. - Stock transfer has been completed and published; ownership paperwork is validated and on file. - License paperwork will be completed today; a new license is required by July 1. - The town charges $5 per bartender license; all bartenders must hold valid licenses. - Paul is missing liquor training documentation but will provide it before opening. - Motion passed to approve the liquor license. LRIP Grant & SMA Process - The LRIP grant is in progress. - The next step is the State Municipal Agreement (SMA) following grant approval. - The grant is reimbursement-based; failure to follow required procedures may result in loss of reimbursement. Water Mains, Roads, and Markers - No updates on the Public Service Commission website since December 2025. Generator Project Update - The backup generator project is underway. - Joe Stanzel is working toward installation this summer. Annual Meeting, Fees & Postage - Dog license fees will be adjusted to cover increased postage costs. - The annual meeting is scheduled for April 21, 2026. - Address markers are still being handled by the Town Constable. - The town is working on driveway length markers for driveways over 400 feet. - The Town Constable responded to four calls in March. - The Town Chairman needs a new computer; purchase is pending potential price reductions. Clerk/Treasurer - Jeri Gilbert is preparing for retirement. - A Deputy Clerk will be hired when Kristen Schmidt transitions into the Clerk/Treasurer role. The meeting adjourned at 8:06 PM.
