Decisions: approved Sprinter email quote (one-time $650 + $288/yr ), county highway bill for plowing ~$4,145 noted, and plan to repave one road estimated $150,000 . Key dates/events: **WTA Meeting Feb 28 **, WI Asphalt Pavers Association March 12 , County Unit Meeting Mar 19 , annual convention Oct 4 – 5 . ATV/UTV rules & plow concerns ATV/UTV observed on 18th and 19th Streets; one instance of a child passenger reported. City prohibits ATVs within city limits. Town roads in Manitowoc County currently allow ATVs; county and state highways have different rules due to speed/restrictions. State law prohibits using an ATV plow to push driveway snow across the road. Road repaving, lining & contractor process Repaving scheduled within the next couple of years; striping planned after repaving. Local estimate for repaving that road is $150,000 . Contractor will cut pavement to set pitch (typically 2 – 3 ft ) and can resurface up to 7 ft off the road; cut location may be constrained by culverts. Email/IT service decision (Sprinter) Motion was made by Supervisor DiMarco, seconded by Supervisor Thiel, and carried to select Sprinter for email. Cost: one-time fee $650 and yearly recurring $288 for 5 email addresses. Only Constable Shavlik will not receive an email address. Water main / drainage / hydrant flooding Water flowed down the east side of 26th Street from Bernard Wazny property, mushroomed around hydrants, then returned toward the driveway. City crews collected samples and checked for fluorides, found no main leak ; city engineering and MPU were notified; county was also contacted. Neighbors discharged water into the ditch during extreme cold; surface ice built up, blocked drainage, prevented basement pumps from discharging, and created a risk of water flowing over the road and forming hazardous skating surfaces and damaging the fire hydrant. Area is a former wetland; no similar issues for 15 – 20 years before the water main installation; private alteration of drainage is illegal, so responsibility likely falls to the city for the new main. Existing drain tile (installed by Paul Miller) was deteriorating; one house had a stream under the house and recurrent basement backups. Dog license process & enforcement Mailing dog licenses costs $1 each and generates no revenue; post office objects to current mailings. Postal machine jams occur with mailed tags; licenses will be issued in person starting next year to avoid mailing problems. In-person licensing planned January – March , typically one hour before the annual meeting or on a Saturday; explanatory letter will accompany next year's tax notices. Failure to renew or notify when a dog is gone triggers a county red flag and enforcement visits, resulting in a $35 fine for unlicensed dogs. Current year licenses were mailed; owners must notify the office if a dog dies to prevent enforcement actions; in-person process begins next year. Meeting adjourned at 7:39 PM by Chairmen Blahnik
