Town Board Meeting — Minutes

MANITOWOC TOWN BOARD MEETING-January 13, 2025 The regular monthly meeting of the Town Board of the Town of Manitowoc was held Monday January 13, 2025 at the Silver Creek Fire Station and Town Hall. The meeting was called to order at 7:00pm by Chairman Blahnik. Pledge of Allegiance was said. Roll call of the Board members was documented. Chairman-Jeff Blahnik, Supervisor- Cody Thiel, Supervisor-Matt DiMarco, Constable-Andy Shavlik, and Deputy Clerk/Treasurer-Kristy Schmidt. Absent was Clerk/Treasurer-Geraldine Gilbert. Residents from the town present were: • Steve Klinkner 4008 S 18th ST • Nick Skeeter 3316 Serenity DR • Mike Hansen 4015 S 15th ST • Joe Stanzel 8516 Hwy JJ Chairman Blahnik, asked if there were any comments or concerns to the agenda for the meeting on January 13, 2025. With no additions or corrections, a motion was made by Supervisor DiMarco to approve the agenda and Supervisor Thiel second it. Agenda is approved Chairman Blahnik, asked if there were any additions or corrections to the minutes of the December meeting. • The Town Meeting start time was 7:12pm because of the Budget meeting held before the monthly town meeting. • Clerk /Treasurerto investigate the Clerk Books program, this is separate from the Town Web. A motion was made by Supervisor Thiel to approve the minutes after corrections are made and Supervisor DiMarco second it. Chairman Blahnik declared the minutes to stand approved with the corrections. Public input & Questions No public comments from residents. Discussion of month expenses. Attorney fees for Hopp, Neumann, Humke, LLP were paid by the town and the city will reimburse the town for the fees later. Other bills were presented for payment; no checks were signed and a motion was made by Supervisor Thiel and seconded by Supervisor DiMarco to allow bills to be paid. Motion carried. Old Business Chairman Blahnik shared information about the Town Web site, the cost for the contract is for 3 years with payments year 2 and year 3 being $1220 each year. A motion for the Town Web and the 3-year contract was made by Supervisor Thiel and second by Supervisor DiMarco. Motion carried. Received a bill for crack filling from the county $1,00.23. Holschbach Enterprises plans to build a duplex on Cimarron CT and are looking for a Conditional Use Permit from the Board of Adjustments was postponed until January 20th meeting. Mike Mecca regarding a proposed land deal so he can put in a private drive to his shop. He will call so we can meet and look at his proposal. This will need to come before the Board when we know the details. Nomination paperwork was turn in before the meeting. Deputy Clerk/Treasurer Schmidt will be filling the position until further notice. She will be training with the Clerk/Treasurer Gilbert until a contract is needed. Currently Kristy worked on receipting 2024 tax payments and receipting/issuing dog licenses for 2025. Elections in February will be the next training for the Deputy. New Business Permits: • None Constable presented his report for the past month: • December-Complaint of a deer Carcass in the creek on Silver Creek Road along with the guts. Took pictures and sent it to the DNR issued a verbal warning after investigating. • Tire laying by the stop sign on Silver Creek Road & LS. Picked it up and properly disposed of it. • 911 Address sign-received a call about installing a sign for the newly constructed residence on S 10th W2’s will be sent out at the end of January. Next Monthly Town Board meeting will be Monday February 10th, 2025 at 7:00pm. There being no other business to come before the board, a motion was made by Supervisor Thiel to adjourn January 13th meeting, seconded by Supervisor DiMarco. Motion carried.
