Town Board Meeting — Minutes

MANITOWOC TOWN BOARD MEETING-July 8, 2024 The regular monthly meeting of the Town Board of the Town of Manitowoc was held Monday July 8th, 2024 at the Silver Creek Fire Station and Town Hall. The meeting was called to order at 7:00pm by Chairman Blahnik. Pledge of Allegiance was said. Chairman Blahnik, asked if there were any additions or corrections to the minutes of the June meeting. Motion was made by Supervisor Thiel to approve the minutes and Chairman Blahnik second it. Chairman Blahnik declared the minutes to stand approved as read. Discussion of month expenses. Bills were presented for payment; checks were signed and a motion was made by Supervisor Thiel and seconded by Chairman Blahnik to allow bills to be paid. Motion carried. Roll call of the Board members was documented. Jeff Blahnik - Chairman, Cody Thiel- Supervisor, Andy Shavlik - Constable, and Geraldine Gilbert - Clerk-Treasurer. Residents from the town present were: • Wayne Vetting 3819 S 15th ST • Jean Vetting 3819 S 15th ST • Bernard Wazny 3529 S 26th ST • Barb Hochkammer 3529 S 26th ST • Cayla Richardson 2514 Elm RD • Joe Higgins 2514 Elm RD • Al Szymczyk 1710 Lissa LN • Shane Powalisz 3204 Nagle AVE • Steve Klinkner 4008 S 18th ST Public input & Questions Trees with branches leaning on power lines need to be cut on S 15th ST . Chairman Blahnik will call WPS to have the trees cut back. Supervisor Thiel stated the County will be out trimming the grass back from th e ditches along the road within the next week. Old Business Absentee Ballots sent out 37 of them for the Parisan Primary in August. Road Construction Complete-Bill received for $211,881.45-letter & invoice to Bernhardt's for their driveway approach. No update of the water project. New Business Building/ROW permits/real estate inquiry in June-July • Jeremy & Holly Zirbel-3202 S 15th ST-Shed • Kevin & Emily Hoffman-29 St Hwy 310-Raise House • Willard & Chris Boness-3627 S 15th ST-Shed Postage increase, on 7/14/24 to .73 for 1oz piece of mail. If we continue to use the Forever stamps, we are not affected. Change in Alcohol, Tavern, and Bartender License Forms for 2025. Conversation on trees that need cutting in the ROW. WPS should be called before we cut the trees that are falling. Chairman Blahnik will, contact WPS. Ordinance 2024-1 has been proposed by Supervisor Thiel to approve the ATV ordinance and Chairman Blahnik second it. Chairman Blahnik declared the ordinance to stand approved. Northside ATV/UTV signs are posted, ordinance has been approved. Reminder NO Golf carts are allowed. Introduction of the new supervisor; Matt DiMarco. Chairman Jeff Blahnik gave the oath to Matt DiMarco joining as the supervisor. Welcome Supervisor Matt DiMarco! Gravel patches are being done on WPS and they are not done professionally. Board of Review alternates for 2024 are Supervisor Matt DiMarco and Constable Andy Shavlik. Constable presented his report for the month of June-July: • June 11th garbage was in the ditches. Pick up garbage and disposed of properly. • June 20th dispatch called about an injured cat on Goodwin RD. Owner was found and cat was returned. • June 25th Dog attacked another dog at 3300 S 19th A warning was issued to the dog owner from S 15th ST. • June a call came in about a dog at large on S 10th ST in the 5200 block. Dog was put in a cage until owner arrived. • June 27th home on 2026 Nagle Ave. was a follow-up with rats. Health Department and Constable still observed rats in the garage and barn. The landowners need to spend more time on cleaning this up. Next Monthly Town meeting will be Monday August 12th, 2024 at 7:00pm. There being no other business to come before the board, a motion was made by Supervisor Thiel to adjourn July 8th meeting, seconded by Supervisor DiMarco. Motion carried.
