SPECIAL TOWN BOARD MEETING October 22, 2024 The Town Board of the Town of Cooperstown, Manitowoc County, Wisconsin, convened in open session on October 22, 2024, at 7:30 p.m., at the Town Hall for the purpose of transacting business as the Town Board. Town Chairman called the meeting to order at 7:30 p.m. Pledge of allegiance. Roll Call: Chairman David Blakeslee, Sup. Hank Kouba, Sup. Anthony Shibler, Treasurer Bernadette Duescher and Clerk Susan Kornely. One resident was present. The agenda has been publicly noticed at the one posting site and on the town website. On a motion by Chairman Blakeslee and seconded by Sup. Kouba, moved to approve agenda as presented. Motion passed. No public Comment. Public Hearing Discussion and action on performance reviews and wage compensation for 2025- On a motion by Sup. Shibler and seconded by Sup. Kouba, moved to increase wage at Transfer Site to $16.50 from 15.00 for all employee except Emory Umentum which will stay $15.00 per hour starting January 1, 2025. Motion passed. On a motion by Chairman Blakeslee and seconded by Sup. Kouba, moved to increase wage for Steve Post(Roadman) to $26.50 from 22.00 per hour starting January 1, 2025. Motion passed. On a motion by Chairman Blakeslee and seconded by Sup. Kouba, moved to increase wage for James Umentum(Roadman) to $18.00 from $17 per hour starting January 1, 2025. Motion passed. Discussion and action on eliminating skid steer usage cost and wage expense – The Board discussed having Norsec bring a box truck with loading tailgate for pickups. We need to request this truck and additional people to load items. This would eliminate the need for the use of a skid steer. Also discussed buying pallet forks. No action. Budget Workshop: Treasurer Duescher presented the 2025 Proposed Budget revenue and expenditures. The board reviewed the proposed revenues and expenditures and adjusted. The board reviewed the list of 2025 road estimates and discussed a $291,514 cap on Highway and Street maintenance. The board approved going with a resolution to increase the levy limit by $50000. Board reviewed the 2025 and 2026 potential income/expenditures list. The board approved the 2025 Proposed Budget for posting. On a motion by Sup. Shibler and seconded by Chairman Blakeslee, moved to approve checks as presented and a check to Manitowoc County Treasurer for $52.46. Motion passed. On a motion by Sup.
