TOWN OF TWO RIVERS BOARD OF SUPERVISORS MINUTES SEPTEMBER 14, 2026 6:00PM The September 14, 2026 meeting of the Town of Tw o Rivers was called to order by Chairman Pohl. Supervisors Pohl, Petska, Chase along with Clerk/Treasurer Timm were present. Also present: Fire Chief Leichtfuss, Constable Liermann , Recycling Manager Wachholz , Ambulance Board Member Chase . According to Chapter 19.84 of the Wisconsin Statutes, the meeting notices were posted in designated places and on the website. Confirmation from the Clerk that notices were properly posted was received. The August 10, 2026, regular meeting and August 27, 2026 spec ial meeting minutes were approved as printed and reviewed with a motion from Petska and seconded by Chase, motion carried. Chairman Pohl called three times for public input seeing none, public input was closed. Discussion of request from TR School District regarding putting a line item on the tax bill or insert. The information was provided to the board and those in attendance and consideration will be given to this request and will be acted on at the October meeting. County Treasurer has advised us that this cannot go as a line item on the tax bill at this time. All districts have to agree to it, and the cost of the insert would be covered by the school districts and provided to our clerk/treasurer in a timely manner. C ity of Two Rivers has decided to go ahead with changing their own tax bills, so they control what will go on it. City of Manitowoc has not made a decision. Citizen at meeting suggested that it would be a good informational item for the residents. Tabled for October meeting. Continued discussion for options of moving forward with the City of Two Rivers. The cost will be increased from what we currently pay of $17.28 per capita-which means per person (this would have been the amount in 2027) and this does not include our costs which would be between $4. 00 and $5.00 per person and the cost for the City to respond with paramedic service to our residents would be $72.50 which will include capital costs into the future with a 5% increase each year for a 5 year contract. Our tax levy would have to be increased to cover this service to not put any of our other services in jeopardy, such as roadwork and fire services. A motion was made by Chase and a second from Petska to move forward with a contract with the City of Two Rivers Ambulance Service. Motion carried. We will be in contact with our attorney with regard to breach of contract as the Mish icot Area Ambulance Service is not filling shifts and City of Two Rivers is covering shifts and we do not have anything in our contract with MAAS that they can contract out for service. The financials were reviewed and placed on file with a motion from Chase and seconded by Petska, motion carried. A note was made by Clark/Treasurer Timm that we received approximately $7,000 from the state for the snow emergency that was in March 2026 to cover so me of our costs, including what we paid to Manitowoc County for their service on Hillcrest Road along with our staff overtime and supplies. Vouchers were reviewed and approved with a motion from Petska and seconded by Chase, motion carried. Motion to approve perman ent repairs on culvert at Elmwood and Tannery in the amount of $16,250.00 including admin fee with a contract with Manitowoc County Highway Department was made by Petska and seconded by Chase, motion carried. Information was given with regard to the Small St ructure Program from the state for small cul vert repairs for two culverts in the Town of Two Rivers which were rated a “2” which is a very low rating, “1” being the worst condition, Woodland Drive and East Hillcrest. We were awarded grants for both of these which would cover 90% of the total cost estimate of $1,244,100.00 with the Town having to pick up 10% which would be the amount of $124,410.00. Motion made by Petska and seconded by Chase to move forward with the replacing of these two culverts under this program. Motion carried. Reports were given by Recycling Manager, Constable, Ambulance Board Member, Highway Supervisor, and Fire Chief. Constable will issue a citation for no dog license for residence on Whistle Lane Town of Two Rivers should adopt a fee schedule for consumables if they respond to a fire Highway supervisor was informed to get quotes on guardrail repair Motion was made by Petska and seconded by Chase to adjourn meeting at 7:16pm. Motion was carried. Respectfully submitted, ___________________________________ Bonnie Timm ______________________________ Clerk/Treasurer Authenticated by Steve Pohl, Chairman
