Cc: Bayfield County Forestry & Parks Committee Members Mark Guenther, DNR Team Leader Joseph LeBouton, DNR Liaison Mark Abeles-Allison, County Administrator The Daily Press 1 Forestry and Parks Committee Report October 2026 4. 2026 Fall Timber Sale Offering. Attached are the sale maps, a summary and locator map for the fall offering. A total of 30 timber sales, on 2,624 acres, are part of this offering. The total minimum bid value is about $1.23 million. Of the total, 10 sales, covering 969 acres are reoffers. The re-offered sales have a minimum bid value of roughly $210,000. Regarding the re-offers, pricing was adjusted on some of the older sales, and one (8-26) was closed and combined with new sale 3-26. Of note on the new sales is tract #35-26. This sale is located within the Cable SMA. Prior to the start of the sale establishment process, the team pro-actively engaged with all recognized rec user groups in the area (CAMBA, Birkie and N. End Ski Club). This included multiple site visits with reps from each club, as well as numerous video calls and email updates. Some adjustments were made to the sale to accommodate various requests of the rec partners. A priority was to minimize the impact of this sale on established rec, while still accomplishing silvicultural goals. The sale encompasses 310 acres, but only 125 acres will be harvested. Of that, 52 acres will involve patch harvests in a mature oak stand. Where the harvest patches (avg size of 0.6 acres) were placed to minimize the aesthetic impact (and placed on only one side of a trail, whenever adjacent to a trail); 37 acres will involve a light thinning within mature white pine, spruce and red pine stands; and 36 acres will involve a white pine shelterwood. We are avoiding use of recently rehabbed sections of trail and minimizing trail crossings to only a few select/designated areas. Sale operations will only be permitted between July 16 and whenever there is 2” of snow on the ground (that can support grooming prep/activities). On average, across the entire sale area, roughly 70% of the trees will not be harvested. A tremendous amount of effort went into the design of this sale to minimize the visual and physical impacts to rec. 5. Monthly Reports. a. Forestry: a) 2026 Budget. The stumpage return last month was above average for September. A total of just under $212k was received last month. To date, we have received a total of about $2.14 million. Still trending to finish the year around $2.7 million, which is about 25% under budget. b) 2027 Budget. Nothing new to report. All eyes are on the performance of the timber sale program over the last quarter. And then if any of the existing carbon revenue balance will be used to address the shortfall. c) Carbon Project. ANEW continues to work on another sale of about 100,000 older vintage conservation credits. Still no additional details yet, but payment is expected in early Q1 next year. Also working with ANEW on additional marketing and promotional materials. d) Land Acquisition Projects. We are in the very early stages of what could be a new large land acquisition project. Involving industry land adjacent to the new 160 acre Whittlesey property (in the Town of Washburn). I’ll have more info to share during the meeting. This one could be as little as 160 acres or as big as around 2,400 acres and involve the headwaters of the Sioux River, North Fork of the Whittlesey, Thompson Creek and Boyd Creek. • Big Rock. The Coastal grant was awarded. $50k will be applied towards this project. Closing is set for Oct 22. 2 e) Log-A-Load. The Bayfield County Forestry Department recently hosted a Log-A- Load for Kids event on the Bayfield County Forest, giving local students a hands-on opportunity to learn about forestry, natural resources, and the forest products industry. Students participated in educational stations covering topics such as wildlife, tree identification, wildfire prevention and response, forest management, and the role of logging in maintaining healthy, productive forests. The event provided students with the opportunity to see modern logging equipment and harvesting operations firsthand while learning how timber harvesting fits into the broader practice of sustainable forest management. Over 700 students from area schools participated The event was a great opportunity for the Forestry Department, industry representatives, and local natural resource professionals to engage with students and help them better understand the many values of a working forest. In addition to learning about forest management and the forest products industry, students gained a greater appreciation for wildlife habitat, recreation, fire protection, and the importance of maintaining healthy forests for future generations. The event also helped raise funds for the Log-A-Load for Kids program, which supports the Children's Miracle Network and its efforts to provide care and services to children and families. The Forestry Department appreciates the participation of the logging community, natural resource professionals, DNR and staff from other Counties, and many others who helped make the event a successful educational experience while supporting an important cause. f) Grant Updates. We were recently awarded three WI Coastal grants: $180k for the Maxwell acquisition; $50k for the Big Rock/Swanson acquisition; and $25k for improvements at Lost Creek Falls. The grant contracts haven’t arrived yet, but the awards are official. Coastal is planning a potential ribbon cutting event at the Big Rock acquisition site in late October. Landmark is hosting a Maxwell celebration on Oct 29. g) WCFA Board Member Update. Jeff will have an update, if any, during the meeting. • Economic Impact Study. WCFA accepted the proposal from Highland Economics/the Beck Group to conduct a comprehensive economic impact study of the county forest program. The study is expected to begin in late 2026/early 2027 and likely take a solid year+ to complete. Total cost is around $125k. Each county will also have an option to commission a county specific sub-report as part of this study. The cost of a county specific EI report will be $3,550. At this point, WCFA is not asking for financial support from each county. But, depending on the outcome of various grant applications, there might be a request in the future. b. Parks and Recreation. The 2027 seasonal camping selection was held last week. Another good turnout for seasonal sites. At Twin Bear, 20 seasonal sites were reserved. A total of 3 remain unreserved. At Delta Lake, 12 sites were reserved. A total of 6 sites remain unreserved. It’s very common to go into winter with a few seasonal sites still available. Most are reserved before the start of the next season. Below are a few items of note from Sara and Lindley: Sara (Rec Coordinator): 3 - Attended the National Recreation and Parks Association Conference in Philadelphia Sept 28-Oct 2. Sara won an all-expenses-paid trip through the Wisconsin Parks and Recreation Association. Some highlights of the trip included a great opening/key note speech by Shola Richards on how to be kind (vs nice) and finding happiness in your workplace; learning about creating better interpretive signs; self-defense for women; learning about the Stewardship Network and much more. Other highlights (non-conference) included running the “Rocky” steps and getting a picture with the Rocky statue, visiting Independence Hall, visiting Benjamin Franklin’s estate, and seeing the Liberty Bell. - Submitted a pre-application for a DNR Surface Water Grant for Shoreline Restoration at Pigeon Lake. - Attended a webinar sponsored by the Society of Outdoor Recreation Professionals about Visitor Use Management - Attended a Wisconsin Coastal Management Program Council Meeting in Green Bay on Sept 24, where we learned about the proposed Green Bay NERR, restoration of Renal Island and Cat Islands, Green Bay Metro Sanitary Sewer District and their work on educating community members on hazardous algal blooms. - Helped with the seasonal site selection at Twin Bear and Delta campgrounds for the 2027 camping season. - I worked with Caleb on the Cable SMA Timber Sale. - I was interviewed/videoed for a Discover Wisconsin short about the WCMP and how it benefits communities like Bayfield County; and was interviewed/videoed for “Into the Outdoors” on how forestry and watershed interact. - I met with McKenzie Slack, DNR, and Mitch Baalman, USFWS, at the Jerry Jolly Trail to discuss permitting for the Pikes Creek/Jerry Jolly Trail project. - The USFWS notified Bayfield County that our award for the Pikes Creek and Sioux River Restoration and Public Access Projects was funded. - Working on submitting final grant application documents for the LWCF grant for Big Rock Park and Campground. This federal grant, administered through the DNR, will fund rehabilitation of the park and create more public access opportunities. - Attended the Community Input Session for Topside Lake on Thursday, Oct 8, in Iron River. A similar Community Input Session for the Fire Hill and Big Rock improvements is scheduled on Oct 15. - I volunteered to help plan the Lake Superior Collaborative Symposium in January. - WCMP grant agreements were received for Maxwell Forest, Sioux River/Big Rock Acquisition, and Lost Creek Falls Improvements on Oct 2. - Sara and Lindley led a tour of Lost Creek Falls for 3 of the Governor’s Cabinet Secretaries on Sept 28. Lindley (Rec Specialist) Snowmobile Trails: • First snowmobile alliance meeting of the 26-27 season. The Bayfield County snowmobile alliance is made up of 5 board members and 10 clubs. We have been checking off projects all summer, but now is crunch time for trails and Nick has completed numerous projects in September. • Optional reroute: moved roughly ¾ mile of trail off Swedlund Rd to county land just on the east side of the road. 4 • Mandatory reroute: trail was moved at the request of a private landowner. They built a garage and wanted us to reroute the trail further away. Thankfully they still allowed us on their property. • Trail rehab: a 1.5 mile section of trail 1 was fixed up. There were some pretty big clay holes that were difficult to freeze down. • Valhalla trail rehab (2): some dozer work was done a few sections of trail around Valhalla. Shaping and erosion work. • Bridge turnaround: there is a bridge on trail 1 over one of the Lost Creeks (not sure which one) but the hills to and from the bridge are very steep. There are times during the season when the trail gets too icy for the groomer to go down and up so Nick created a turn around for the groomer on both sides of the bridge. • Weidinger rehab: a section of trail through private property had some erosion issues. Nick brought in the dozer and did some much-needed shaping ATV trails: • Working with ATV clubs to widen out trails. Machines are getting bigger and bigger (legal is 65”). Non-motorized projects completed: • Bismark lake: some rocks and signs were installed to keep motorized vehicles from driving down to the water. • Perch lake: path to the water was built and signs and posts were installed to keep motorized machines out. • Fire Hill: years of little use on the road has a lot of leaf and native material buildup on the road side. Nick went in with equipment to clear off the blacktop. Brushing and blacktop patching will be/has also been done. • Yurt parking lot: also had some erosion problems on the walking access road and the parking lot. Shaping was done and gravel was added to minimize future erosion. Also dealing with the annual issue of mice trying to move into the yurts in the fall. Law Enforcement: • Dispatch and deputies are getting to know me pretty well unfortunately. Two issues this past month, camper (non-paying) at Big Rock with numerous calls from other campers. Also, continued damage to gates in the norther part of the county on the motorized trail system. Numerous repairs by our contractor since installation. The second rec deputy started this past month. c. Yurt Updates: Below are the current occupancy rates: d. Events: a few regularly occurring events have been approved over the last month. Call to Order of Forestry & Parks Committee Meeting. This meeting was called to order at 6:00 PM. 2. Public Comment: None. Public comment closed at 6:00 PM. 3. Approval of the August 10th Meeting Minutes. MOTION: (Sandstrom, Olsen) Approve minutes and place on file. All: Yes. Carried. 4. Resolution: 2026 Budget Amendment. This resolution addresses accepting a WI Coastal Management Grant for the purchase of roughly 11.59 acres next to Big Rock Park. The purchase agreement is for $100,000 with closing tentatively scheduled for Oct 30. The grant has not been formally awarded yet, though we are anticipating an announcement around Oct 1. If awarded, the grant would be $50,000. Since there would not be enough time to get this on the October board agenda (and then close on Oct 30), the goal was to write this resolution with two different budget scenarios: 1) if the grant is awarded; and 2) if the grant isn’t awarded. If awarded, then roughly $55k would be transferred from the non-lapsing land acquisition account balance to cover the difference. If not awarded, then the full amount would be transferred. MOTION: (Sandstrom, Rosa) Forward to county board with recommendation for approval. All: Yes. Carried. 5. County Conservation Aid Grant Application. This is the annual application to the DNR County Conservation Aids grant. It’s a 50/50 grant, requiring a 50% county match. Bayfield County’s allotment is just under $4k and can be used on a variety of wildlife and/or outdoor recreation projects. This year’s goal is to improve the primary access road (trail) to the newly acquired Whittlesey property, including the construction of a small overlook/viewing platform and an informational sign in partnership with Landmark Conservancy. Applications are due early October and require Committee approval. MOTION: (Rosa, Olsen) Proceed with grant application. All: Yes. Carried. 6. Ten-Year Temporary Access Permit Requests. Rod Grimme; Chris and Laura Dwyer. The Dwyer permit request is for property recently sold off Ruth Lake Rd in the Town of Iron River, where a 10-year access permit was previously approved. These permits expire once the property is sold. The Grimme permit is technically new although the previous landowner had apparently been using this access route off and on for decades. It is off the end of 43 road in the Town of Barnes. Standard 10-year permits would apply. Bodine recommends approval. MOTION: (Sandstrom, Fickbohm) Approve access permit for Grimme. All: Yes. Carried. MOTION: (Fickbohm, Rosa) Approve access permit for Dwyer. All: Yes. Carried. 7. Monthly Reports. a) Forestry: a. 2026 Budget. The stumpage return for August was better than the last few months at roughly $330k; still about 20% under the three-year average for the month, but close to what was generated last August. Total stumpage returns are currently at roughly $1.9 million. The three-year average for total stumpage revenue through August is about $3.0 million. Last year, total stumpage returns were at about $2.75 million through August. In short, stumpage revenue is holding at about 35% under the three-year average and about 20% under budget. Still projecting an $800k-$1.0 million shortfall this year, something we have been forecasting for years now. Bayfield County Forestry & Parks Committee September 14, 2026 Meeting Minutes Page 2 of 3 b. 2027 Budget. Since the budget was submitted, there have been several changes resulting in a net deposit increase of about $300k to the general fund. The more substantial ones are: • Transferred an additional $100k in carbon revenue balance; 60% FCOR and 40% CCOR. This brings the total amount of carbon transferred to $700k ($360k FCOR and $340k CCOR). However, the more we exceed the stumpage revenue budget in 2027, the less we will have to transfer. • Increased timber sale revenue by $133k. The total budget line for stumpage revenue was increased from $3.2 million to $3.33 million. • Increased expense payment to the Towns (10% fund) by $13,333 to account for the increase in stumpage revenue. • Moved equipment purchases from the carbon account to the capital account. No net change. • Decreased fund balance applied revenue item by $50,850. This was already transferred to the capital account for the equipment purchases but never removed from the operating budget. • Moved trestle repair grant from the operating account to the capital account. No net change. • Reduced Town Road Aid expense by $20k. Total available Town Aid will be reduced to $70k, but still $10k higher than this year. • Reduced Reforestation expense by $40k due to being awarded a Sustainable Forestry Grant. • Reduced the contractual expense account by $9,500 (what we pay the CFI plot contractor). We will still contract some of that work but will absorb 30 more CFI plots next year. c. Carbon Project. ANEW is working on another sale of about 100,000 older vintage conservation credits. Payment could be received in late Q4 this year or early Q1 next. d. Stumpage Revenue Risk Fund. The significant decrease in stumpage revenue this year is abnormal for us. Until 2026, stumpage revenue had always exceeded the budget. During the peak revenue years (2013-2019), surplus returns commonly approached $2.0+ million/year. As recently as 2024, the stumpage revenue surplus was nearly $1.5 million. Since stumpage returns commonly overperformed, there was never a need to consider establishing a risk or buffer account to address the lean years. We estimate a stumpage revenue shortfall of roughly $1.0 million this year. Funds will be transferred from the carbon account to fully address this. In the short-term, the carbon account is effectively serving as a de facto stumpage risk account, which is a fortunate position to be in. However, carbon returns are still unpredictable and irregular, and the carbon account was never intended to plug budget holes created by an underperforming timber sale program. Bodine proposes creating a stumpage revenue risk account and establishing protocols for use, starting by allocating a certain percentage of annual stumpage returns and then a higher percentage of anything that would be considered surplus. In addition, he’d recommend assigning a percentage of future carbon returns to this risk account. Cap it at $1.5 million or about half the three-year average for the stumpage revenue budget. As an example, we could assign 3% of stumpage returns up to the budgeted amount, as well as 25% of all surplus, then direct 10% of carbon returns before allocation to the FCOR and CCOR. Douglas County has operated a risk account for 20+ years. Bayfield County relies heavily on stumpage revenue to balance the budget. The strong returns of years past have helped to accomplish a variety of county wide goals, but the future is far more unpredictable. A risk account will insulate us from irregularities in future stumpage returns, as well as help stabilize and protect the county budget. e. Land Acquisition Projects. i. Big Rock. Resolution addressed above, otherwise no new updates. ii. Maxwell. Still waiting on the roughly $180k Coastal grant to cover our share of the acquisition cost. We are expecting a formal announcement around October 1. f. Sustainable Forestry Grant. We were recently awarded a $125k Sustainable Forestry Grant to assist in the reforestation of failed jack pine seeded sites. This grant will cover most reforestation expenses in 2027 and 2028 associated with this work. We can also apply for another grant to assist with anticipated costs that are also likely in 2029 and 2030. Since this impacts nearly 1,000 acres, it’s expected to be a 3-4 year project. g. Position Change Requests. Personnel recently approved one full grade increase for the existing Rec Coordinator and Inventory and Analysis Forester positions and approved the County Forest Operations Coordinator position. However, the Assistant Administrator position was not increased by one grade, as requested. All four positions would then be in grade M when changes go into effect on Jan 1, 2027. Bayfield County Forestry & Parks Committee September 14, 2026 Meeting Minutes Page 3 of 3 • County Forest Operations Coordinator PD. While this is a new position, we are not adding more staff. The goal is to convert one of the existing four Forester positions to the CFOC. We’d then operate with 3 Foresters and 1 CFOC. The new position would go into effect on Jan 1, 2027. h. WCFA Board Member Update. Nothing now but a board meeting is coming up at the end of next week. Will have a report for next meeting. • Economic Impact Study. WCFA is developing an economic impact study for county forest lands. Bodine is part of the working group assisting with this project. Five proposals were received and the top two proposals have been selected with interviews to be conducted next week. The price range for this undertaking is expected to be around $125k and would take 1-1.5 years to complete. WCFA is not asking interested counties to contribute yet, but that could be a future request depending on final projected costs and WCFA budget. b) Parks and Recreation. Among other highlights, we received notification that our Headwaters to Coast Initiative proposal for the Restoration and Enhancement of Pikes Creek and the Sioux River Infrastructure was approved. This is a federally funded project totaling $249,500 ($198,000 cash grant, $51,500 match) that will “protect high-quality waterways, improve natural resource stewardship, and enhance public recreation opportunities on two area Class 1 trout streams: the Sioux River and Pikes Creek. The proposed project would focus on working with community members to restore degraded sites, protect sensitive habitats, and upgrade public access to ensure safe, sustainable use for residents and visitors.” At Pikes Creek, the project will restore and stabilize 100’ of the shoreline and move the Jerry Jolly Trail away from the stream. At Big Rock Park the project will be to develop manageable pedestrian and angler trails and a fish viewing/day use area to reduce impacts to a premier migratory fish corridor while creating safe, sustainable access to the Sioux River. c) Yurts. Average yurt occupancy was higher than average in August while September appears to be about average. d) Events. A few regularly occurring events have been approved over the last month. Receive reports as presented and place on file. 8. Committee Members Discussion. None. 9. Joseph LeBouton, DNR Representative, Comments: None. The next Forestry & Parks Committee meeting is scheduled for Monday, October 12th, at 6:00 PM. Meeting adjourned at 6:51 PM. Any errors found during the bidding process may delay posting. Please allow us at least 24 hours to review and summarize all bids before calling to request results. Bidding For a bid to be considered it must: • Include the completed bid form in an envelope clearly marked “Timber Sale Bid, Tract #_____” for each sale bid as well as the name of the individual or company bidding. • Contain bid prices that are equal to or greater than each minimum bid price per species and per product listed on the bid form. Failure to do so will result in a rejected bid. Bids will not be accepted from a contractor who is delinquent in their financial obligations with Bayfield County or the State of Wisconsin or is in non-compliance with any timber sale contract with Bayfield County or the State of Wisconsin, as determined by Bayfield County. • If there are sawlog volumes on the sale, the bid for those logs must be made at a price/thousand board feet, unless other arrangements are made with this department. • If a purchaser would like to have their bid considered on a whole tree basis on a sale where whole tree volumes have not been advertised, they must contact this department prior to placing the bid. If Bayfield County allows whole tree harvesting on the sale, then this department will supply whole tree volumes upon which the bid will be based. • Due to variations in harvesting techniques, utilization, scaling practices and end uses of the product, volumes listed are not guaranteed. The purchase price must be based on the purchaser’s observation of the sale. Bayfield County encourages professional training for logging contractors. • A purchaser may also inquire about bidding based on utilizing to a 2” top. These volumes have not been advertised and are not available on all sales. On appropriate sales and upon request, a purchaser will be provided a bid sheet that reflects 2” volumes. • The Forestry and Parks Committee reserves the right to reject any and all bids and to accept the bid deemed most advantageous to Bayfield County, as well as to withdraw any sale prior to bid opening. Winning Bidders Successful bidders will be required to: • Provide a performance bond equal to $500.00 or 15% of the value of the contract, whichever is greater, within 30 days of the awarding of the contract or before work on the timber sale begins, whichever comes first. If using an irrevocable letter of credit or bond to satisfy the performance requirement, the document must be written to expire at least 30 days after the expiration of the timber sale contract. o An irrevocable letter of credit may be used to meet the performance bond requirement. • Carry workers compensation insurance and liability insurance for the duration of the contract in such amounts as are acceptable to Bayfield County. • Make stumpage payments and supply additional money for the down payments according to the following schedule and based on the value of the contract: o Less than $1,000.00: 100% payment required within 30 days of awarding the contract. o $1,000.01 to $5,000.00: 50% payment required within 30 days of awarding the contract and 50% prior to harvesting the second half of the timber sale. o $5,000.01 to $10,000.00: 25% payment required within 30 days of awarding the contract and 25% payments prior to harvesting each quarter of the sale. o $10,000.01 and greater: 25% before harvesting each unit. ▪ An irrevocable letter of credit may be used to secure stumpage payment. The letter of credit does not replace punctual payment but acts as security until the contractor receives compensation for the product. Failure to make prompt payments will result in drawing upon the letter of credit and a breach of contract. • Provide the required performance bond, proof of insurance coverage and a certificate showing that an in the woods person meets the Wisconsin SFI training standard, within thirty (30) days of the awarding of the timber sale or the down payment that accompanied the sealed bid may be considered forfeit. When these are in place the purchaser must then sign Bayfield County’s standard timber sale contract, which is available for review from this department. Contract Expiration (Please Note: New Date) Timber sale contracts will expire on June 30, 2029 (unless otherwise noted on bid sheet). Due to a rapidly changing biomass market, Bayfield County may agree to amend existing contracts modifying utilization requirements and prices accordingly. Other Notes Since 2010, Bayfield County has worked closely with Towns that contain County Forest land to improve roads that provide access to the County Forest. To date, over $900,000 has been allocated directly to Town road improvement projects. These funds are matched by the Towns and provide much needed improvements on roads that directly access County Forest timber sales. In 2018, oak wilt was officially discovered in Bayfield County. Since then, it’s been found in the Towns of Cable, Barnes, Delta and Hughes. All timber sales that are located within 6 miles of these findings (that have an appreciable amount of residual red oak) will contain an April 15 through July 15 no harvest restriction. In addition, many sales in this offering contain similar no harvest restrictions, that will be adopted if oak wilt is discovered within a 6-mile radius of the sale area. This is the time of the year when one of the primary vectors for overland spread of the disease (a sap feeding beetle) is most active. Oak trees that are freshly wounded or harvested during this time period are at a significantly higher risk of infection. Once a tree contracts the disease, adjacent trees can become infected via belowground spread through root grafting. For more information on the disease, including ways to help protect trees from oak wilt, please visit the DNR website at: http://dnr.wi.gov/topic/ForestHealth/OakWilt.html In March 2022, Emerald Ash Borer was officially confirmed in Bayfield County. If interested, here is a link to the DATCP page with more information on the detection: https://datcp.wi.gov/Pages/Programs_Services/EAB.aspx For future reference, County Highway A, between Halfway Rd and US Highway 2, was recently resurfaced as an all-season road (Class A). There will no longer be seasonal hauling restrictions on that stretch of county highway.
