City of Cumberland Planning Commission Meeting Minutes City of Cumberland Planning Commission meeting minutes, Thursday, August 20, 2026, at 9:00 a.m. at City Hall. Those present were John Anderson, Paul Flottum, Gary Gannon, Tom Schroeder, Mayor Shoemaker, Randy Reeg, and Laura Reine, and other citizenry. Absent: Tom Goldsmith and Kip Wiita. Mayor Shoemaker called the meeting to order at 9:00 a.m. A motion was made by Flottum, seconded by Anderson, to approve July 23, 2026, meeting minutes. Motion carried. Discussion regarding excavation permit requirements in non-shoreland zoning districts. No action taken. Discussion regarding mitigation points update. No action taken. A motion was made by Anderson, seconded by Gannon, to recommend to council the approval of the CSM to split Parcel #212-1200-087-000 on 4th Avenue near Water Street contingent upon the prior removal of the non-conforming structure and written acknowledgement by the property owners of complete forfeiture of rights of the non-conforming rights.
