NOTICE OF REFERENDUM Town of Grant County of Portage State of Wisconsin November 3, 2020 NOTICE IS HEREBY GIVEN, that at an election to be held in the Town of Grant, County of Portage, on November 3, 2020, the following proposed Ordinance of the Town Board will be submitted to a vote of the people: TOWN OF GRANT PORTAGE COUNTY, WISCONSIN ESTABLISHING APPOINTMENT OF TOWN CLERK AND TOWN TREASURER ORDINANCE NO. 20-1 The Town Board of Supervisors of the Town of Grant, Portage County, Wisconsin does hereby ordain as follows: That, pursuant to Wis. Stat. § 60.30(1e)(a), the offices of Town Clerk and Town Treasurer shall be filled by appointment of the majority of the members-elect of the Town Board. The term of office for the appointed position(s) shall be set by the Town Board, but may not exceed three (3) years, pursuant to Wis. Stat. § 60.30(1e)(c). The Town Board may re-appoint the officer for additional terms. However, removal by the Town Board during a given term of office may only be for “cause” as defined under Wis. Stat. § 17.001, and required by Wis. Stat. § 60.30(1e)(f). This ordinance is subject to approval by the Town electors in a referendum, which is hereby called by the Town Board to be held on November 3, 2020. The referendum questions shall be: Question 1: “Shall the person holding the office of Town Clerk in the Town of Grant be appointed by the Town Board?” Question 2: “Shall the person holding the office of Town Treasurer in the Town of Grant be appointed by the Town Board?” The salary of the appointed position(s) shall be set by the Town Board and may not be reduced during the term of office. This ordinance shall be in full force and effect from and after the date of its Town Board passage, notice after passage pursuant to Wis. Stat. § 60.80, and also its referendum approval by the Town electors as required by Wis. Stat. § 60.30(1e)(b). Ayes: 2 Nays: 1 Abstain: ____ Adopted this 10th day of June, 2020. The questions will appear on the ballot as follows: Question 1: “Shall the person holding the office of Town Clerk in the Town of Grant be appointed by the Town Board?” Question 2: “Shall the person holding the office of Town Treasurer in the Town of Grant be appointed by the Town Board?” Explanation: To vote in favor of a question, make an “X” in the square next to “Yes.” To vote against a question, make an “X” in the square next to “No.” The effect of a YES vote: A “Yes” vote is in favor of the Ordinance set forth above and supports the conversion of the office of Town Clerk or Town Treasurer from an elected office to an appointed office. The Town Board will appoint the Town Clerk or Town Treasurer for a term not to exceed three years. The appointed position will start when the current term of office for the incumbent expires in April of 2021. The Town Board may appoint the Town Clerk or Town Treasurer for additional terms. The effect of a NO vote: A “No” vote is opposed to the Ordinance set forth above and opposes the conversion of the office of Town Clerk or Town Treasurer from an elected office to an appointed office. The Town Clerk or Town Treasurer will continue as an elected position, to be elected at the spring election in odd numbered years. The positions of Town Clerk and Town Treasurer shall be elected by a majority vote of the electors at each election.
