REGULAR MONTHLY MEETING TOWN OF AMHERST PAGE 1 OF 2 February 11, 2026 NOTICE: 2 Postings, Website CALL TO ORDER: At 6:28p.m. PLEDGE OF ALLEGIANCE: ROLL CALL: Chairman Spierings, Supervisor Trzebiatowski, Supervisor Lutz, Treasurer Rogers, Clerk Lea, Gary Rzentkowski, Jared Feltz, Ken Feltz, Paul Kubisiak, Matt Jacowski, Barry Jacowski, Chuck Biadiaz, Walter Leppen, Steven Kubisiak and Brent Holderman. APPROVAL OF DECEMBER 22,2025 SPECIAL MONTHLY MINUTES: M/S by Trzebiatowski/Lutz to approve December 22, 2025, special town board minutes. M/C. Ayes = 3 PUBLIC INPUT: 1.) Ken and Jared Feltz introduced themselves as owners of the previous Groshek farm. They bought 20 acres and the structures. Feltz wanted the town to be aware that they would be taking structures down and burning. Suggestion to contact Amherst Fire Department and the Sheriff’s Department so they are aware of the burning. GROUNDWATER REPORT: Groundwater Representative, Gary Rzentkowski was present. 1.) The committee reelected, Chairman Ed Burns. 2.) Draft of the Portage County Livestock Ordinance is submitted for review. This draft was a proposal for large livestock operations. 3.) Recap of the Portage County Water testing. There is testing being checked on test wells on the Solar Farm site also. There was much discussion that took place on the Wellhead Ordinance changes. There is a Public Hearing on February 24, 2026, to support or oppose the amendments. Area farmers are encouraged to attend for strong opposition. PLAN COMMISSION REPORT: None LETTIE JENSEN LIBRARY EXPANSION DONATION: The town board cannot spend the town’s money on donations. M/S Trzebiatowski/Spierings to not donate to the Lettie Jensen Library Expansion fund. M/C Ayes = 3 THE YELLOW BRICK ROAD SUBDIVISION ROAD SIGNS: A resident from The Yellow Brick Subdivision had a complaint that delivery drivers are confused because roads are not marked correctly. Chairman Spierings checked it out and said that signs were made by what the original maps shows. M/S Lutz/Trzebiatowski to not change the signs providing they are right on the maps. M/C Ayes = 3. REGULAR MONTHLY MEETING TOWN OF AMHERST PAGE 2 OF 2 TREE AND BRUSH CUTTING ALONG TOWN ROADS: The road crew trimmed back some trees and branches on Fountain Grove, Town Line, Ward Rd., Lake Emily Rd., Hi Corners, Isaacson, Kjer Ward Subdivision and Toftum. ROAD REPORT: 1.) Supervisor Trzebiatowski suggests the town put up road weight limit posting on Monday, February 16th due to warm weather. TOWN HALL REPORT: 1.) District Meeting Registration – Town Board Members, Don and Dick will attend the February 27th District meeting. 2.) There will be an election held at the town hall for Ward 2 residents on Tuesday, February 17, 2026. FIRE & SAFTEY REPORT: No report TREASURER REPORT FOR DECEMBER 2025 AND JANUARY 2026: Treasurer Rogers read report for December 2025. Town Balance is $1,024,043.93. New building/road repair loan balance is $250,978.62. Fire Truck Loan balance is $4,518.75. Treasurer Rogers read report for January 2026. Town Balance is $820,273.29. Loan balance for new building/road repair is $288,301.71 and Fire Truck is $0. Paid off on 2-3-2026. PAYMENT OF BILLS: Reviewed January and February 2026. BUDGET REPORT: Reviewed for December 2025 and January 2026. BUILDING INSPECTION, ZONING PERMIT REPORT: 1.) Tower on Old Hwy 18. Violations: Dawn Portzen, Jason Sopa, Angel Stubinski. Recycling violation: Paul Kubisiak CORRESPONDENCE: 1.) Letter from Rita Kropidlowski, 2025 recycling report, local program grant.
