Chairman Martin introduced agenda Item 4, property owners William and Shawnee Bowman are requesting a Conditional Use to clear, clean, dredge, and alter a drainageway located in a Surface Water Drainage Overlay District at 4404 Bellhaven Lane, parcel 002-000902. William and Shawnee Bowman were in attendance. Administrator Mahoney gave the reason for and an analysis of the conditional use within the stormwater overlay district. She stated that the town does not have a permanent drainageway easement, the engineering plans have confirmed the planned work will handle a 25 year flood, and her analysis of the criteria for this conditional determined this request would have minimal impact on the area and recommended approval with no conditions. The Planning Commission briefly discussed. A motion was made by Commissioner Van Aacken and seconded by Commissioner Kehoe for the Planning Commission to approve a recommendation to the Town Board to approve the Conditional Use by William and Shawnee Bowman to clear, clean, dredge, and alter a drainageway located in a Surface Water Drainage Overlay District at 4404 Bellhaven Lane, parcel 002- 000902. A voice vote was taken and approved the motion 7-0. Chairman Martin introduced agenda Item 5, Rezoning of 3030 Witzel Avenue, parcel 002-022201, from A-2 General Agricultural District to B-3 General Business District. The petitioner, Pastor Brenenstuhl, was in attendance. Administrator Mahoney presented the information and analysis for the rezoning request including a discussion of the types of businesses that would be allowed within a B-3 General Business District. Commissioner Kollmann stated that in the past on Omro Road the neighbors were upset about a brewpub near their neighborhood and that the same thing could happen at this location in the future. Administrator Mahoney stated that there will be a public hearing and that all properties within 300 feet were notified, so there will be the opportunity for additional public input at the county level.
