The following staff members were present: Administrator Maggie Mahoney.
On a motion by Commissioner Kehoe and seconded by Commissioner Maruska, passed on a
unanimous 6-0 voice vote, the minutes from the March 12, 2025 meeting were approved.
Chairman Martin provided an overview of agenda Item 4, Certified Survey Map by petitioner
Darryl Lehman, Martenson & Eisele, on behalf of Thomas Marquardt to revise the size of two
parcels, 0021019 and 0021020. The petitioner, Darryl Lehman, and property owner, Thomas
Marquardt, were present. Administrator Mahoney gave the analysis of the CSM request and
recommended approval. A motion was made by Commissioner Kehoe and seconded by
Commissioner Van Aacken for the Planning Commission to recommend approval to the Town
Board of Certified Survey Map by petitioner Darryl Lehman, Martenson & Eisele, on behalf of
Thomas Marquardt to revise the size of two parcels, 0021019 and 0021020. A voice vote was
taken and unanimously approved the motion 6-0.
Chairman Martin provided an overview of agenda item 5, Preliminary Plat (Springhetti Lake) by
petitioner Scott Anderson, Davel Engineering, on behalf of Dan Springhetti, for property parcel
numbers 002-0022, 002-0020, 002-0025, 002-0027, and 002-0027-01. The property owner, Dan
Springhetti, builder, Don Springhetti, and petitioner representative/project engineer, John
Davel, were present. Administrator Mahony introduced the project representatives. Dan
Springhetti introduced the project and described his vision for this unique and special project.
He explained there is a demand for luxury homes in the area and he has been approached by
doctors and employees of Oshkosh defense about this need; as such, this development will
provide single family homes ranging from $1-$3 million. The development will be private and
have an HOA and will likely include a grand entrance and waterfalls provided by his landscaping
company. Commissioner Kehoe asked if condos are part of the project and if the homes would
have basements. Dan Springhetti confirmed that the plan is to have condo townhomes on lot
27 and those have been added to the plat. He also confirmed the homes will have basements
and many will have walkouts. Commissioner Kehoe stated that there is a lack of homes in this
price range in Oshkosh and if they are going to be build we want to see that in the Town of
Algoma. Commissioner Maruska asked if they would keep or remove the berm along Leonard
Point Road. Dan Springhetti explained they will keep the berm and the driveways will cut

through the berm. The berm provides the privacy for those homes. Commissioner Kehoe asked
how deep the quarry/lake is. Dan Springhetti stated it is up to 20 feet deep on one side and
over 85 feet deep on the other side. It is a spring fed quarry that will be converted to a lake and
there is an outlet so the water level doesn’t change. Chairman Martin asked about the
timeframe for the project. Dan Springhetti said he wants to start Phase 1 as soon as possible—
as early as this fall. Commissioner Kehoe asked about the peninsula as a common area. Dan
Springhetti explained the peninsula will be removed but outlot 1 on the north end of the lake
will be a common area for residents where they could access the water. He said he would be
happy to host a walk through of the property with the town officials. Commissioner Skoglind
asked if motorized boating would be allowed on the lake. Dan Springhetti stated no motorizing
boating will be allowed, they want it to be peaceful. Commissioner Van Aacken asked about
hydrants. John Davel confirmed that the development will have several hydrants and will work
with the sanitary district. There was no further discussion by the commission. Administrator
Mahoney presented the conditions proposed for the preliminary plat and explained that
revisions had already been made to the plat to address almost half of them. She explained that
the Planning Commission will approve the street name as part of their review of the preliminary
plat, explained it is in compliance, and asked if there were any questions or challenges to the
proposed name of “Prosperity Way”—there were none. Chairman Martin opened the floor for
the public to ask questions. Jeff Sommers, 1556 Milton Circle, stated the property is a gem and
he is in favor of the project; however he has some concerns with the proposed density on lot 27
and asked if the berm that runs east to west along the southern property line would be
removed. John Davel explained that the majority of that berm will remain and there as
discussion between the two about the elevation of the road. Mr. Sommers is concerned about
headlights on the road being seen from his property and suggested public input should be
solicited. John Davel stated that a Planned Development District zoning overlay would be
required for the proposed town homes on lot 27 and a public hearing would be required so
public input would be gathered through that process. A motion was made by Commissioner
Kehoe and seconded by Commissioner Van Aacken for the Planning Commission to recommend
approval to the Town Board of the proposed preliminary plat for Springhetti Lake subject to the
following conditions being met:
1. Correct lot number 90 to 20.
