Special Board Meeting — Minutes

Town of Vinland Special Board Meeting of 10/8/2026 Meeting was called to order by Chairman O’Connell at 1:00pm ATTENDEES: Chairman O’Connell, Supervisor McNamee, C/T Brazee, and deputy C/T Starr. DISCUSSION/TAKE ACTION ITEM: Winnebago County / Chapter 16 – Sanitary Code revision: O’Connell explained that the Town Plan Commission reviewed in depth the revision of Winnebago Co sanitary code. After lengthy discussion the plan commission made a recommendation to not support the revision as written due to the fact that the ongoing fees charged by the county for POWTS is not detailed enough, is ambiguous and there is no transparency for the county to justify for potential fee increases. O’Connell mentioned that the other thing in Chapter 16 is the metering. McNamee said he does not agree with the metering. O’Connell thinks there is a misunderstanding. Metering applies to festival and event grounds that can install holding tanks. Event sizes change and it warrants a meter. O’Connell mentioned that then there is commercial/industrial. McNamee interjected that he feels that could open the door to requiring residential metering. O’Connell said that the county would have to come out and say “residential.” Motion made by McNamee to reject the county’s request to approve Chapter 16 based on the details around the fee schedule. O’Connell seconded/motion carried. Motion to adjourn made by McNamee/seconded by O’Connell. Motion carried. Meeting adjourned at 1:05pm.
