CITY OF PLYMOUTH, WISCONSIN TUESDAY, APRIL 21, 2026 COMMON COUNCIL MEETING 7:30 PM, COUNCIL CHAMBERS, ROOM 302 128 SMITH ST. PLYMOUTH, WI 53073 OFFICIAL MINUTES 1. Call to order and roll call: Mayor Pohlman called the meeting to order at 7:45 PM. On the call of the roll, the following were present: Angie Matzdorf, Diane Gilson, Mike Penkwitz, John Binder, Dana Haucke, Dave Herrmann, Jeff Tauscheck and Kevin Sande. Also present: City Administrator/Utilities Manager Tim Blakeslee and City Clerk/Deputy Treasurer Anna Voigt. 2. Pledge of Allegiance. 3. Approval of Council Meeting Minutes from April 14, 2026: Motion was made Herrmann/Gilson to approve the minutes. Upon the call of the roll, all voted aye. Motion carried. 4. Audience Comments: Citizen comments must be recognized by the mayor or presiding officer and are limited to 3 minutes per person from those signed in on the sheet in the back of the room prior to the start of the meeting: None 5. Adjourn Sine Die: Motion was made Matzdorf/Tauscheck to adjourn the meeting. A unanimous aye vote was cast. Motion carried. 6. Reconvene – roll call: Mayor Pohlman called the meeting to order. On call of the roll, the following Alderpersons were present: Angie Matzdorf, Diane Gilson, Mike Penkwitz, John Binder, Dana Haucke, Dave Herrmann, Jeff Tauscheck and Kevin Sande. 7. Oath of Office Mayor: Donald O. Pohlman: Clerk Voigt administered the Oath of Office for the Mayor. Alderpersons: Dana Haucke – District 1, Angie Matzdorf – District 2, John P. Binder – District 3, Mike Penkwitz – District 4: Clerk Voigt administered the Oath of Office for the Alderpersons. 8. Elect Council President: Matzdorf nominated Jeff Tauscheck for Council President, Sande seconded the nomination. Hearing no other nominations, the motion was made by Binder/Haucke to close nominations and unanimous nominate Jeff Tauscheck as Council President. A unanimous aye vote was cast. Motion carried. 9. COUNCIL COMMITTEE APPOINTMENTS Announce Mayoral Appointments (1 yr): Mayor Pohlman announced the following appointments A through B. A. Board of Review – Angie Matzdorf, Council President & City Clerk B. Plan Commission – Angie Matzdorf Mayoral Appointments Requiring Council Approval (1 yr): D. Finance/Personnel – Angie Matzdorf, Diane Gilson, Jeff Tauscheck, and Mike Penkwitz: Motion was made by Tauscheck/Binder to approve the Finance/Personnel appointments. A unanimous aye vote was cast. Motion carried. E. Public Works/Utility – Dana Haucke, Kevin Sande, David Herrmann, and John Binder: Motion was made by Tauscheck/Matzdorf to approve the Public Works/Utility appointments. A unanimous aye vote was cast. Motion carried. F. Library Board – Angie Matzdorf: Motion was made by Tauscheck/Sande to approve the Library appointment. A unanimous aye vote was cast. Motion carried. G. Parks Committee – Dana Hauke: Motion was made by Tauscheck/Penkwitz to approve the Parks Committee appointment. A unanimous aye vote was cast. Motion carried. H. Revolving Loan– Diane Gilson and Staff Member City Administrator/Utilities Manager Tim Blakeslee: Motion was made by Penkwitz/Tauscheck to approve the Revolving Loan appointments. A unanimous aye vote was cast. Motion carried. I. Room Tax Tourism Commission – Donald Pohlman, Diane Gilson, and Staff Member City Administrator/Utilities Tim Blakeslee: Motion was made by Binder/Sande to approve the Room Tax appointments. A unanimous aye vote was cast. Motion carried. J. Community Television (TV 14) – John Binder: Motion was made Gilson/Tauscheck to approve the Community Television appointment. A unanimous aye vote was cast. Motion carried. K. Redevelopment Authority – Mike Penkwitz: Motion was made Matzdorf/Binder to approve the Redevelopment Authority appointment. A unanimous aye vote was cast. Motion carried. L. Joint Review Board – Donald Pohlman: Motion was made Tauscheck/Penkwitz to approve the Joint Review Board appointment. A unanimous aye vote was cast. Motion carried. Appointments by Council (1 yr): M. Public Safety Committee – Dave Herrmann and John Binder: Motion was made by Gilson/Sande to approve the Public Safey appointment. A unanimous aye vote was cast. Motion carried. N. City Liaison to the PIC Board of Directors – John Binder: Motion was made by Haucke/Tauscheck to approve the appointment. A unanimous aye vote was cast. Motion carried. 10. Adjourn to 7:00 PM on Tue sday, April 28, 2026: Motion was made by Penkwitz/Matzdorf to adjourn the meeting. A unanimous aye vote was cast.
