Chairman Ron Speltz called the Regular meeting to order following the 2023 Annual Mt.
All Board members present with 5 residents and Sheriff Mike Osmond. The meeting
notice was published in the Buffalo County News and the full agenda posted per WI
Statutes 19.84 on APRIL 4, 2023. A Motion by Supervisor Ron Kazmierczak was made to
approve the Minutes as provided to board members in lieu of reading out loud.
Supervisor Lee Engfer seconded the motion. Carried.
Treasurer Barbara Brommer gave the Treasurer’s report and Investment Summary.
Balance on hand as of tonight is $195,228.46 in the General Checking Account. There
still is one outstanding check from 2022. Ron Kaz made a Motion to accept the
Treasurer’s report as read. Lee seconded the Motion. Carried.
The Clerk presented the bills for payment. A motion was made by Lee and seconded by
Ron Kaz to pay the bills as presented. Motion carried.
NEW BUSINESS – DRIVEWAY PERMITS: Chairman Speltz presented Bill Slaggie’s
application for a new driveway off of Foegen Rd (next to Reglin’s sand pit) for a storage
shed. An 18” culvert will be required per Ron. Chad Kosidowski submitted an
application for a second driveway to a storage shed on his property. No culvert will be
needed. Ron Kaz made a motion to approve both and Lee 2nd. Motion carried.
Buffalo County Sheriff Mike Osmond introduced himself to the Board. He gave the 2022
Annual report – 446 calls - 197 being traffic related with 8 crashes. Total of 32,054
phone calls received to dispatch with 2900 being 911 calls (184 non-resident calls).
Buffalo County received a Grant for more announced evening enforcement hours to
monitor for OWI and to voluntarily test those arrested for drugs. 82 were tested – 60
positive, 11 negative and 11 refused. Meth continues to be the #1 Drug crime. “DRUG
TAKEBACK” will be held on Saturday, April 22nd in Mondovi. There also is a drop box on
the 2nd floor next to the Sheriff Office door. 59 patrol checks were conducted on Spring
Lake Road with only 1 OWI netted. Discussion on Railroad Trespassing enforcement and
vehicle noise complaints mostly involving motor bikes. Sheriff Osmond reported very
minimal complaints regarding ATV/UTV operating on county roads. He reported the
County ATV Club is very organized and self-polices. He stated he is always available to
discuss any Township issues.
ROAD REPORT: Chairman Speltz reported that the road bans came off today. He
reported that the Town Roads faired well over winter with the exception of Seifert Hill
Lane which was damaged late last fall by custom crop harvesting. Sendelbach reported
that his snow plow got stuck in the ruts. Gravel will need to be applied this spring.
Ron also reported that he denied an overweight permit to Pilgrims on a Town Road.
Same as in the past years.
Phil Lipinski questioned winter snow plowing routes. He stated he lives on a school bus
route but hasn’t been plowed timely. The Board discussed that the town policy is the
same as Buffalo County’s winter plowing. Sendelbach often starts plowing earlier due to
2 school district accessing town roads. Ron also stated Dead-end roads are always
difficult to maintain and snow plowing issues occur due to the winds on the bluff. Flury
Ridge Lane will also have gravel applied near Lipinski soon when dried up. Spring Road
Grading on town roads can’t start until the roads dry up.
Discussion held on 2023 road bids being published. Ron will work on shortly.
The next regular scheduled meeting will be Tuesday, May 9, 2023 at 7 pm.
At 8:10 PM Ron made a motion to adjourn with Lee seconding. Motion carried.
Respectfully submitted,
Deborah M Ruff
