COB Minutes 03-12-2026

Buffalo County Minutes Committee/Board: Committee of the Board Date of Meeting: March 12, 2026 Chair Bork called the meeting to order at 1:06 p.m. Committee Members Present: Mr. Dennis Bork, Mr. John Hadley, Mr. Chris Lindstrom, Ms. Mary Anne McMillan Urell, Mr. Steve Nelson, Mr. Mike Taylor, and Mr. Max Weiss. Other Present for All or Part of the Meeting: Mr. Lee Engfer, Ms. Lisa Schmitt and Ms. Carol McDonough. 
 Public Comments Regarding Posted Agenda Items: None. Previous Meeting Minutes: Mr. Weiss made a motion to approve the previous meeting minutes, seconded by Mr. Taylor. Mr. Hadley stated that he would like the future board members to review his proposal to have staggered 2 and 4-year terms for County Board as discussed in the previous minutes from January 22, 2026. Carried. Review/Discussion/Action Regarding Update Rules of Government: Mr. Engfer explained that the changes to the Rules of Government proposed at the previous meeting have been incorporated into the copy provided to the committee for review today. The various sections of the Rules of Government were reviewed and discussed, questions were answered, and further revisions were made to be brought forward to the full County Board for approval at the March meeting. A Committee of the Whole will be created which includes the full County Board, with the Board Vice Chair as chair of the meeting. A Sheriff’s Grievance Committee will be created and will be the members of the Law Enforcement Committee. Wisconsin Counties Association is providing an updated ethics document to be included in the Rules of Government. Committee Chair Reports: None Chairperson Report: None County Administrator Report: Mr. Engfer thanked all board members who attended the Riverland Energy public information meeting. The Land Management meeting on this matter will be tomorrow morning. An email with a weather update regarding the winter storm expected for the weekend has been sent out. Public Comments Unrelated to Agenda Items: None. Next Meeting Date and Time: The next regular meeting will be scheduled for some time in late May.
