R E S O L U T I O N N O.: 4—2023-24 TO THE HONORABLE, THE OUTAGAMIE COUNTY BOARD OF SUPERVISORS LADIES AND GENTLEMEN: MAJORITY Current law defines “sexual contact” for the purposes of crimes against children and the 1 crime of sexual assault. In the definitions in current law, if the perpetrator intentionally 2 touches the victim’s intimate parts, or if the perpetrator instructs the victim to intentionally 3 touch the intimate parts of the perpetrator or another person, for the purpose of sexually 4 degrading or sexually humiliating the victim or sexually arousing or sexually gratifying 5 the perpetrator, then it is “sexual contact.” 6 7 There is pending legislation that “sexual contact” also addresses any person that forces a 8 complainant to touch bodily fluids or waste upon the intentional instruction of the 9 perpetrator, upon the use of threat of force or violence by the perpetrator, or upon 10 intentional act of the perpetrator.
