Respectfully Submitted, Jenny Salvo City Clerk 4511 Woodgate Drive, Janesville, WI 53546 | (262) 763-7834 | baxterwoodman.com Memo To: Mr. Paul Hensch, City Administrator Date: October 7, 2026 City of Milton 710 S. Janesville Street From: Gary A. Vogel, P.E. Janesville, WI 53563 Project No.: 2325665 Subject: City of Milton – Columbus Street Reconstruction As part of the Columbus Street design, we reviewed the impact of the proposed roadway section on the existing stone retaining wall near High Street. We understand the historical importance of the wall. However, the existing stone wall presents a few unique design challenges when attempting to design a street that conforms to modern roadway guidelines. The stone wall creates a vertical clear zone issue. A typical street with curb and gutter allows a car to park and open doors on both side of the car. The stone wall does not allow for that since it is over two feet tall in most areas. The wall also leaves no room for driver error. A vehicle contacting the curb of a street generally will not be damaged. Contact with the wall, however, would certainly damage a vehicle. The current sidewalk is above the wall and approximately 5 feet away from it. Since the sidewalk is generally at least two feet above the wall, it presents somewhat of a fall hazard for pedestrians. A sidewalk constructed at a height near the street elevation would reduce the likelihood of falls. The face of the wall is approximately 26 feet from the existing east edge of pavement. To meet the City’s 28-foot roadway standard and provide curb and gutter and sidewalks on both sides, the existing stone wall would need to be removed or modified. To preserve the wall, the roadway would need to be reduced to approximately 22 feet to provide room for curb and gutter. At that width, on-street parking would be eliminated. We can evaluate a narrower roadway section and other alternatives if the City so chooses. Signed: Gary A. Vogel, P.E.
