City of Fox Lake Council Meeting Minutes Wednesday , September 16 , 202 6 at 6:30 p.m. The regular meeting of the City of Fox Lake Common Council was held on Wednesday, September 16 , 202 6 , at 6:48 p.m., in the council chambers. The meeting was called to order by Council President Dennis Linke. Mayor Tom Bednarek was absent . Followed by the Pledge of Allegiance the roll call was taken with A lderpersons Dan Ault, Marcy Benz, Peter Hartzheim , Joe Horetzki, Dennis Linke and Angela Thomas present. Also attending were City Administrator Kelly Crombie , DPW Superintendent Chris Thurk, Police Chief Duane Olbinski , Librarian Erin Anders and City Clerk Jenny Quirk . The clerk certified open meeting laws have been complied with. Approve Minutes: Motion by Hartzheim , seconded by Thomas to approve the minutes of the September 2 , 202 6 council meeting as written . Motion carried with a voice vote. Public comments on agenda items or other matters : The Council President opens the meeting to public comments on agenda items or other matters. No public c omments were made. City of Fox Lake Fee Schedule : Motion by Hartzheim , seconded by Ault to approve City of Fox Lake fee schedule adopted September 16, 2026. Vote in favor: Benz, Hartzheim, Horetzki, Linke, Thomas and Ault. Motion carried. This is removing all water department fees from the fee schedule. Water related fees will b e listed in the PSC tariffs. Development Agreement for Second Street : Motion by Hartzheim, seconded by Ault to approve Development Agreement between the City of Fox Lake and ACS RBHS LLC for development of single-family homes on Second Street in the City of Fox Lake . Vote in favor: Hartzheim, Horetzki, Linke, Thomas , Ault and Benz . Motion carried . Resolution 1 7 -2026: Motion by Benz, seconded by H artzheim to approve resolution 17-2026, a resolution approving a Board of Commissioners loan in the amount of $152,354. Vote in favor: Horetzki, Linke, Thomas, Ault, Benz and Hartzheim. Motion carried. Fox Lake Library CSM: Motion by Hartzheim, seconded by Horetzki to approve CSM for City of Fox Lake Library property on State Street. Vote in favor: Linke, Thomas, Ault, Benz, Hartzheim and Horetzki. Motion carried. This is to combine the existing Library property with the neighboring land where the house was tore down. Resolution 18-2026: Motion by Benz, seconded by Thomas to approve resolution 18-2026, a resolution amending the employee handbook relating to payment for not enrolling in group health insurance. Vote in favor: Horetzki, Linke, Thomas, Ault, Benz and Hartzheim. Motion carried. With no other business to come before the Council, motion by Benz , seconded by Thomas to adjourn. Motion carried with a voice vote. Meeting adjourned at 7:01 p.m.
