Others Recorded as in Attendance: Village Officials and Staff: Acting Chief Don Silva Others, Signing In: Village Manager Kathy Thake AGENDA ITEM II: Approval of Minutes The minutes of the July 21, 2025, meeting were presented for approval. Upon a motion by Trustee Lojkovic and a second by Trustee Hannus, a vote was taken, and the minutes were unanimously approved by roll call vote. Village of Kenilworth Public Safety Committee 2 November 14, 2025 AGENDA ITEM III: Regular Scheduled Business Item 1 – Automated License Plate Reader (ALPR), Annual Audit Acting Chief Silva presented a slide deck to the committee, one slide of which captured the results of the ALPR audit. The findings of the audit were highlighted: 108 searches in the ALPR system by KPD Officers during the time frame of January 2025 to the end of September 2025; all but six searches were documented properly (with a case number and reason for the search). Clarifying details were provided to the committee as to the significance of the missing information. The committee was advised that it was likely an oversight based on the officer’s misunderstanding of a term in the KPD policy. Acting Chief Silva reported that there was nothing of concern to report on the collective activity of KPD Officers’ use of the ALPR system. All committee members were satisfied with the report. Item 2 – E-Bikes and E-Scooters The second set of slides in the presentation were concerning e-bike and e-scooters. The committee was apprised of details in the law pertaining to both devises: how the state legislature defined both devices and key restrictions on their use. Acting Chief Silva provided a recommendation that the Village Board adopt e- bike and e-scooter ordinances aligned with state law. Trustee Hannus commented on her observations of youth on both devices in the Village. She further inquired about enforcement efforts- whether local ordinance citations could be issued rather than state citations. Acting Chief Silva advised that enforcement would be progressive, but that local ordinance warnings and fine citations could be issued after the adoption of a Village code regulating their use. Item 3 – Community Traffic Concerns The third set of slides in the presentation were directed toward community traffic concerns. The slides captured the Acting Chief’s proposed three-phase approach to addressing this matter. It included data pulled from the speed display sign posted on the 200 block Kenilworth Ave. The data supported the Acting Chief’s assertion that many complaints of excessive speeding are actually based on perceptions of vehicles travelling at a much higher rate of speed than they actually are. At about halfway through this portion of the presentation, a Kenilworth resident, Mr. Neller, joined the meeting in-person. At that point, the Acting Chief was presenting a slide on a computer program that is being explored by the KPD. The program records speed and traffic volume on all Kenilworth streets. Mr. Neller made comments about his concern over the speed of traffic along Kenilworth Ave. He stated that in spite of the proof that overwhelmingly most motorists are complying with the posted speed, there are still some who are driving too fast. He suggested traffic calming measures, such as a speed table. He further advised the committee members that he is willing to partially fund and to assist in raising funds for traffic studies and traffic calming measures to be installed in the Village. Mr. Neller also voiced concern over the height of hedges near sidewalks and driveways. Heather McFarland was present and informed the Committee that there are ordinances that address this, but she was uncertain of details. Village of Kenilworth Public Safety Committee 3 November 14, 2025 Trustee Hannus commented on the possibility of exploring whether parking regulations should be adopted on Kenilworth Ave. East of Green Bay Rd. to allow for better flow of traffic on that stretch of Kenilworth Ave. Item 4 – Request to Temporarily Lift Ban on Leaf Blowers The committee was informed that by ordinance, the Village Manager (VM) has the authority to waive enforcement of the gas-powered leaf blower ban in the interest of the welfare of the Village. They were further informed that the VM was considering extending the use of such leaf blowers into mid-December to address the number of trees in town that still have leaves on them as a result of the late fall season. Acting Chief Silva advised the committee that the KPD is in support of the VM’s decision and would not be taking enforcement action. Trustee Ransford inquired whether approval from the committee was required. The Acting Chief informed them that it was not and that the consensus of the committee was being sought. All members agreed with the plan to suspend the ban until December 15. AGENDA ITEM IV: Business from the Public Related to Items Not on the Agenda None ADJOURN Trustee Lojkovic moved for the meeting to be adjourned, and Trustee Hannus seconded the motion. The meeting was concluded by unanimous roll call vote at 4:44 p.m. Respectfully Submitted, Don Silva - Chief of Police
