5. APPROVE THE AGENDA FOR THE MEETING
C. Hughes made a motion to approve the agenda. A. Lemorande seconded. The motion carried unanimously.
6. PUBLIC APPEARANCES
J. Muraski opened public appearances and invited members of the public to speak.
Lysti Bowers, 1449 Greenfield Avenue, expressed concerns about pedestrian and traffic safety on Greenfield
Avenue. She said the road is narrow and that vehicle speeds, passing and increased traffic create safety
concerns for residents, including families with young children and people walking along or crossing the road.
She described instances of vehicles passing while she was turning into her driveway, vehicles leaving the
roadway and concerns about residents retrieving mail along the street. Bowers said she does not support full
urbanization of Greenfield Avenue due to the potential cost to property owners, but would like the Village to
consider lowering the speed limit and establishing a no-passing zone.
Nobody else came forward to speak. J. Muraski closed public appearances.

10. UNFINISHED BUSINESS OR OLD BUSINESS ITEMS (NONE)
11. NEW BUSINESS ITEMS
a. Review and take action on Greenfield Avenue pedestrian safety
G. Farr reviewed existing conditions and pedestrian safety concerns on Greenfield Avenue. He said
the roadway currently has narrow shoulders and a 40 mph speed limit and that staff does not
recommend pedestrians walk within the roadway. He discussed several potential long-term
improvements, including full urbanization, resurfacing with wider paved shoulders and
construction of a dedicated trail. Farr said Greenfield Avenue's right-of-way may provide an
opportunity for an off-road trail and noted that Greenfield Avenue, Woodland Road and Sherwood
Street are also designated snowmobile routes. Farr said lowering the speed limit to 35 mph could
be reasonable given the changing development along the corridor, although he recommended a
speed study. He also discussed federal guidance related to establishing no-passing zones and said
staff generally would not recommend designating the entire stretch as no passing when it does not
meet the standard criteria. Board members discussed current and future traffic volumes,
development in the area, pedestrian activity, the planned relocation of a portion of Greenfield
Avenue and potential short- and long-term safety improvements. Several trustees supported
conducting traffic counts and collecting speed data. The Board also discussed resurfacing,
urbanization and the possibility of constructing a trail within the existing right-of-way. Staff was
directed to further evaluate the trail option and other long-term improvements as part of future
budget discussions. C. McAllister moved to reduce the speed limit on Greenfield Avenue from
Shawano Avenue to Glendale Avenue to 35 mph and establish that stretch as a no-passing zone. M.
Nieft seconded. The motion carried unanimously. Staff clarified that an ordinance amendment
implementing the changes will be brought back to the Village Board for consideration at a future
meeting. The Board also directed staff to further evaluate potential trail and other long-term
pedestrian safety improvements, requested placement of a speed-feedback sign, and a study collect
speed and traffic data.
b. Review and take action on the Certified Survey Map (CSM) for Reedy VH-20-4, 4701 Glendale
Avenue
D. Wiese said the property contains a divisible lot and the CSM would allow an additional lot to be
created along Glendale Avenue. He said the proposed lot meets the minimum requirements,
including 80 feet of frontage. M. Lasecki made a motion to approve the Certified Survey Map (CSM)
for Reedy VH-20-4, 4701 Glendale Avenue. J. Muraski seconded. The motion carried
unanimously.
12. REPORTS OF VILLAGE OFFICIALS (NONE)
13. CLOSED SESSION (NONE)
14. ADJOURNMENT
