ACTION RE: LANGLADE SCHOOL SITE PLANNING – PUBLIC SURVEY
Discussion included:
• Met with SRI last Monday with C. Clark to go over comments from last meeting. They were able to incorporate
all the comments that were discussed in our last meeting.
• Additional language was added in the background section regarding further public process after the survey is
completed including that the site cannot be a school.
• Question 1, they added the “other”. It was asked by staff to add “other” on all the questions but were reluctant to
do that because or how the data would be displayed within the low, medium, and high priorities. It was suggested
to have the fill in blank question moved up within the survey.
• The question of whether the building should be razed was added to the survey.
• Clarification was provided with the questions that they had; for example, Computer Access instead of Computer
Technology regarding a computer class.
• Added the question regarding contributing or volunteering at the end of the survey.
• Add a question regarding whether the site be available for indoor and outdoor use combined.
• Add more specific options for the use of the space.
• Change the beginning to Langlade Elementary Site Survey to be more specific.
Runge/Harris moved to approve the survey and forward it to the Village Board with the changes suggested.
Motion carried.
ACTION RE: WEBSTER AVENUE STREETSCAPE CONCEPTS
Discussion included:
• Invited were members of the ISG Team. This past summer it was approved to work with them in regards to how
the streetscape will layout on Webster Avenue. Specifically, the work that is planned on being done as a result of
the work being done on the corner of St. Joseph and Webster Avenue.
• Two members of ISG are present. Today’s attempt is to go over concepts, to get further clarification on
everything on the project scope and receive the committee’s feedback.

Danielle Pierquet and Jenna, Landscape architects and designers with ISG
• The focus is St. Joseph Street to Beaupre Street, the whole corridor is important and believes it is relevant to
look at the whole briefly to break it down.
• Would like to get through the four exhibits today. Will leave it to staff and the Chair for the flow of the
discussion.
• Since Brown County will be reconstructing Webster Avenue in 2031, the focus for the Committee is behind
the curb.
• There was a kick-off meeting on the 10th with staff who provided some suggestions.
• Street sections are the roadway design. Lane configuration, where does the left turn lane come in or does it go
away, where are the bike lanes. Our focus is on character in this scenario. Three different typologies are being
suggested:
o Neighborhood character, where the edges are a little softer. Where the terrace is probably green,
where there are regular street trees, and accessible sidewalks.
o The Commuter area, probably closer to Hwy 172. More likely to be transit stops, school crossings
from time to time.
o The Commerce section, where there are more businesses. Safe entrances and exits to parking lots,
enough area for signage.
• If there is an area where change will occur, you may want to keep things limited in that area and invest in
other areas that do not foresee a dramatic change.
• Put efforts into neighborhood and commerce sections with some preparedness with the area surrounding Hwy
172.
• Due to the variety of housing, business, and commuter areas along Webster Avenue hoping to find elements
to be cohesive and would complement the entire roadway.
• What components feel like Allouez.
• Colored concrete medians is an example of what could be done including colored pavement in walkways and
planters (that are safe to maintain).
• Benches placed with Allouez logo imbedded in the bench. Sculptures could be utilized.
• Light fixtures can be varied. Fixtures offered by WPS would be much more cost effective and they have three
options.
• The TID budget for Webster Ave from Allouez Avenue going North including road construction is
approximately $5 million. Can stretch funds down to Greene Avenue.
• If power lines are buried or not, it will affect tree planting.
• Wanting to go with neutral timeless color scheme and maybe implement the color blue used in the Allouez
logo.
