Leiterman called the meeting to order at 5:35pm Public Works Committee Members Present: Genrich, Lefebvre, C. Leiterman, Faller, Mathwig, Seidl, Schmidt, Atwood Also present: Gehin, Clark, March, and Nick Vande Hey (McMahon Associates) MODIFY/ADOPT AGENDA Genrich/Atwood moved to adopt the agenda as presented. Motion carried. RIVERVIEW PARK STORMWATER POND Gehin provided an overview of the project and previous meetings that have taken place. - The Riverview Park stormwater pond is a regional wet pond that would accommodate the needs of potential future developments within this pond watershed. Nick Vande Hey, McMahon Associates - Provided a presentation on the most recent options for the Riverview Park stormwater pond. - Gave an explanation of the Riverview Pond drainage basin boundary and reviewed the following information: o Village’s overall stormwater plan of action for existing and proposed stormwater best management practices in use and planned for in the future to meet stormwater quality regulations. o Various components making up a typical wet pond cross section (i.e. permanent pool, safety shelf and planted side slopes). o Pond Options 1, 2, 3 and 4A along with associated pros and cons for each option. o Public meetings that have been held along with public comments that were received. o Additional pond amenities that could be added including water aeration devices or fencing. o Probable costs o Discussed options with potential grant funding & tentative project schedule Chris Linskens, Wisconsin Department of Natural Resources - Discussed the timing and availability of possible grant funding through the Wisconsin DNR for this project. - Explained how the Village is well on its way to meeting stormwater requirements and how they are fortunate to have public lands to construct infrastructure. Discussion: - What type of development could happen at the Langlade School property? Unknown at this time. - The price of residential lots next to ponds tends to be higher and more in demand. - Are there stipulations attached to WDNR grants? None that are known. - Pond Option 1 costs are considerably less than other options. - Are there any park development plans for the area where Pond Option 1 is located? Nothing in any plans. - Ability to alleviate flooding concerns. - This project would get the Village close to meeting the stormwater management requirement for the East River watershed. - Pond Option 4A would require the relocation of a softball field. - Pond Option 1 would be the easiest to construct of all options. - All pond options are close to the same size in surface area. - Are there liability concerns with stormwater ponds? Gehin - Previous joint committee meeting in December 2023 recommended Option 4 to the Village Board. The Village Board tabled the item in February 2024. March - Provided his experiences working with stormwater pond projects in other municipalities he has worked in. - Questioned if the drainage basin would create enough water flow to prevent stagnation in the pond. Vande Hey thought it would be likely. - Ponds can be neighborhood amenities. Lefebvre/Genrich moved to suspend the rules. Motion carried. Chris Sampson, 2509 Pickard Cir. - Question on the use of the softball diamond complex. Clark explained that he had provided a report to the Village Board on field usage at a meeting in January 2024. The fields are used four nights per week from May through July. In 2025 the Village also hosted a Midwest regional softball tournament at Riverview Park that brought in approximately 40 teams to Allouez and anticipates this to be an annual event. Brian Kerhin, 3025 East River Dr. - Does Pond Option 2 include the cost of relocation of a softball diamond? Yes - Can parking be placed over the top of the gas line along Broadview Dr.? Yes, it should be allowable. Kristoffer Engebretson, 336 Terraview Drive - Is there infrastructure currently in place for Pond Option 1? Yes, piping was placed in 2005. - Have costs increased for this project? They were updated in 2024. Mary Orcutt, 2544 Meadow Breeze Court - Lives in Ledgeview and is a member of the Allouez Girls Softball (AGS) - The AGS organization has had positive communication with park neighbors since the last public meeting. - Riverview is one of only a few five field complexes in the Green Bay area. Lefebvre/Genrich moved to pick up the rules. Motion carried. Lefebvre/Mathwig moved to recommend Pond Option 1 to the Village Board. Motion carried. Motion carried. APPROVAL OF NOVEMBER 4, 2025 MINUTES Lefebvre/Leiterman moved to approve the November 4, 2025 minutes. Motion carried. ANNOUNCEMENTS - None PUBLIC APPEARANCES - None LIBAL STREET RESURFACING PROJECT a. On-street Parking Analysis & b. Proposed Typical Section S. Gehin: - The design of the Libal Street resurfacing project from Lebrun Street to Hoffman Road has started. - The proposed typical section will include travel, bike and parking lanes. - Marking of bike lines will require removal of parking on one side of Libal St. (currently no parking restrictions on Libal St. from Lebrun St. to Hoffman Rd.) - raSmith evaluated both sides of Libal Street to determine which side offers greater parking capacity along with other criteria (such as land use and churches). - Overall westside (65) offers a few more stalls compared to the eastside (62). - Redevelopment of the Langlade Elementary North of Hoffman Rd. may benefit from parking along the westside of the street. - Recommend having the parking lane on the west side of Libal Street and eliminate parking on the east side of Libal Street. - Approval of the proposed typical section was tabled until location of proposed curbed bump outs has been provided. Discussion: - How long will Langlade Elementary be open? - It appears Lutheran Church across from Langlade Elementary as sufficient on-site parking. Leiterman/Lefebvre moved to recommend to the Village Board having the parking lane on the west side of Libal Street. Motion carried. RENEWAL OF HYDROCORP’S RESIDENTIAL CROSS CONNECTION CONTROL INSPECTION SERVICES AGREEMENT S. Gehin: - Have not yet received HydroCorp’s inspection service agreement. - Requested table item. Leiterman/Genrich moved to Table item #7 to a future Public Works Committee meeting. Motion carried. AMENDMENT TO CHAPTER 432, WASTE MANAGEMENT, OF THE VILLAGE OF ALLOUEZ MUNICIPAL CODE S. Gehin: - In general, the changes to the code are as follows: ▪ Revised to coincide with the updated 2026 brush & bulk collection schedule ▪ Reorganized to clearly define properties serviced by the Village and those serviced by a licensed private hauler ▪ Granting placement of additional garbage and recycling carts. Code limits residential placement to a single garbage and recycling cart - A future amendment to the code will be required in spring to address the following: ▪ Recent DNR recycling rule revisions ▪ Charge for the placement of additional carts at the curb ▪ Village collection of non-residential properties Lefebvre/Genrich moved to recommend to the Village Board Amendment to Chapter 432, Waste Management, of the Village of Allouez Municipal Code. Motion carried. WATER RATE STUDY S. Gehin: - Provided an update on the water utility rate case- completed & submitted a conventional rate case for the village to the Public Service Commission (PSC) in November o Proposed 10% rate increase o Results in a $4.00 increase to an average monthly bill o PSC will ultimately determine rate increase o Implementation of new rates expected mid 2026 o Last water rate case was implemented in January 2022 - Provided surrounding municipal water rates– Allouez is average for a monthly user charge - Village Staff are currently compiling information on cost savings and impact to customers if the village were to move from monthly billing to quarterly billing Discussion: - How many customers pay electronically compared to payment by check? - Why do we have different water rates (volume)? - If Village moved to quarterly billing can the Village afford CBCWA water purchase? Howard Immel Inc. provided the only bid for the project in the amount $458,759.55. The bid tabulation is attached. Immel’s bid closely resembled the engineer estimate of $454,000. Bonding secured last year to fund the project. In general, work includes wall repair, replacement of the rectangular and circular reservoir roofs at the Vande Hei Road Pump Station and reconstruction of the overflows at both the Vande Hei Road at the Dauphin Street Pump Stations. Weather permitting the project is anticipated to start in May. All work shall be completed by September 15 th, 2026. The intent of this item is to discuss and approve the streets to be resurfaced this year. This year’s proposed street resurfacing project includes the following street segments: • Ravine Way – Simonet St. to Greene Ave. • River Lane – W. Lazarre St. to the Cul-De-Sac • E. Dauphin St. – Libal St. to East River Dr. • E. Dauphin St. – East River Dr. to the Cul-De-Sac • Brookridge St. – Libal St. to East River Dr. • Brookridge St. –East River Dr. to the Cul-De-Sac Similar to past projects, alternates street segments will be bid in the event the Village receives favorable bid prices. • Bid Alternate No. 1 – Capri Ct. • Bid Alternate No. 2 – Cameo Ct. The 5-yr Capital Improvement Plan (CIP) has been updated to reflect this year’s proposed Street Resurfacing Project. In addition to asphalt paving, the project includes spot repair of defective curb and sidewalk, repair to storm and sanitary sewer and landscape restoration. The funding for the street resurfacing project is supported primarily by the Public Work’s paving ($500,000) and street repair ($50,000) budgets, however a portion of the project cost is allocated to other public works and utility budgeted activities. The current sweeper that they use has been very dependable. They are looking to stay with what has been working and purchase another Tymco. Continuation of use with the existing sweeper would require repairs be made to the pickup head and to the debris body due to corrosion and wear. Street sweeping is essential for prolonging roadway life and keeping stormwater systems free from debris. The Villages equipment replacement plan has the service life of this unit at 15 years. The Villages current street sweeper is a 2011. The Villages 5-year equipment replacement plan includes the purchase of a new sweeper at an estimated cost of 355,000. They are looking at a 2026 Ford F-150. Some of the tools and Equipment that the F-150 will be carrying include a set of hand tools to do minor repairs out on the street, a creeper, safety equipment such as cones, PPE for the mechanic. We will be repurposing a toolbox to go in the bed of the truck along with safety amber lights. The Village’s equipment replacement plan has this truck being replaced at 10 years. They are looking to purchase a 2026 Ford F-150. Some of the tools and Equipment that the F-150 will be carrying include locating devices, valve keys, valve wrenches, shovels, paints, hydrant tools, misc. repair parts and safety roadside equipment such as cones and barricades. The Village’s equipment replacement plan has this truck being replaced at 10-15 years. The existing truck is 14 years old. The truck will be sold. It is the opinion of staff that a regular cab with an 8’ box will best suit their needs. The truck will be equipped with a toolbox on both sides of the truck to keep their tools out of the weather and locked. Warranty Claims Any warranty work performed for Truck Equipment Inc. must have prior written authorization in the form of a signed purchase order. The purchase order number must appear on all invoices submitted for payment. All parts will be subject to the manufacturers written warranty procedures. In all cases, all parts must be returned to Truck Equipment, Inc. to be submitted to the manufacturer for warranty consideration. Truck Equipment, Inc. reserves the right to specify the time and location where warranty work will be performed. “NOTICE – In order to continue providing the best customer service and lowest possible prices a 3% convenience fee will be added to all credit card transactions.
