4. Purpose of the Hearing.
The purpose of the hearing was to discuss:
Wellhead Protection Ordinance for the Town of Scott Code of Ordinance.
To create §370 Wellhead Protection Ordinance; to institute land use regulations and restrictions to protect
the Town’s municipal well and water supply, and to promote the public health, safety and general welfare
of the residents of the Town. These regulations are established pursuant to the authority granted to towns by
the Wisconsin Legislature in §§ 60.61(1), (2)(g), and 60.62, 62.23(7)(a) and (c), Wis. Stats., to adopt
ordinances to protect groundwater.
Kurt Baenen, a Town Supervisor, asked if the ordinance is relevant enough when talking about the cracks
on the shelf. Brosteau responded.
The floor was opened for public comment.
Fredrick Sheppard, 2649 Bay Settlement Road, addressed the Board regarding the geology of the Niagara
Escarpment and the importance of securing wellheads in the area. He noted that he had to abandon his own
well due to a high water table and freely moving groundwater. He referenced a 1969 water contamination
incident in De Pere to illustrate the potential risk, emphasizing that a single unprotected well could
compromise the water supply.
Mr. Sheppard acknowledged that the Town has procedures in place for open wells but stressed that stricter
controls would enhance safety. He concluded by noting that the Town can only regulate what is within its
authority, but taking such precautions is the safest approach.
Shawn Deprey asked which occupancy requirements would not apply if a business were established at the
site. Cerny responded that any expansion or proposed use of an existing building would be subject to a
review process.
Strebel asked about the depth of casing on the well. Brosteau did not know the exact depth but noted that
some wells are cased 300 to 400 feet, extending beyond the Niagara Escarpment. Cerny addd that the well
in question is more than 1,000 feet deep.
2
Creating Establishing Split Shifts for election officials for the Town of Scott Code of Ordinance.
To create §105 Establishing Split Shifts for Election Officials Ordinance; authorizing two work shifts for
election officials on Election Day and permitting the Board to appoint a greeter.
Cari Langenberg, said she supported this ordinance and liked that it allowed flexibility.
