TOWN OF WESTPORT TOWN BOARD – Monday, October 5, 2026 A regular meeting of the Town Board was called to order at 6:00 pm by Town Chair John Cuccia in the Community Meeting Room of the Bernard J. Kennedy Administration Building/Town Hall. Members Present: Cuccia, Pichette, Manering, Crowell, and Werner. Members Absent: None. Also Present: Dean Grosskopf, Bill Cole, Dana Monogue, and Bob Hesselbein. Grosskopf confirmed that this meeting conforms with open meetings law. There was no Public Comment on Matters not on the agenda. The minutes of September 21, 2026, Town Board Meeting were approved on a motion by Pichette, second Manering with Crowell abstaining. Upon a motion by Pichette, and seconded by Crowell, the agenda was reordered as follows. Item 6 was moved to item 5 and the remining items proceeded in order. Dana Monogue, Superintendent of the Middleton Cross Plains Area School District, gave a presentation to the Board with information on the upcoming referendum on November 3, 2026, ballot. Bill Cole reported on the incorporation process. The Incorporation Review Board has not set a date for the next meeting currently. After a discussion by the Board regarding a possible ordinance to regulate the operation of electric bicycles and electric scooters within the Town, the topic was deferred until a later Board meeting therefore no action was taken. A motion was made by Pichette, seconded by Werner, to convene in closed session pursuant to Section 19.85(1)(e), Wis. Stats., for deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, regarding the Waunakee Area Fire Department Intergovernmental Agreement. The motion carried unanimously by a roll call vote. The Board convened in closed session at 6:31 pm. Motion by Werner, seconded by Crowell, to reconvene in open session. Motion carried. The Board reconvened in open session at 7:16 pm. No action was taken on items discussed in closed session. Regular operator licenses, as on file with the Clerk as presented, were approved subject to all state and local requirements on motion by Cuccia, second Pichette. Grosskopf reported that the Town Plan Commission meeting is cancelled for October. The Waunakee/Westport Joint Plan Commission and the Middleton/Westport JZC also have no scheduled items. A Town Plan Commission meeting and Joint Plan Commission meeting will be held in November due to an upcoming CSM and re-zone in the joint planning area. The Waunakee Area EMS meeting was held on September 10, 2026, where a draft budget was presented showing a 3.7% increase for 2027. The HPC will meet on October 8, 2026. The Park Committee will meet October 7, 2026. Cuccia, reporting on behalf of the Audit Committee, stated that the current bills were reviewed and found to be in order. Current bills were paid as presented on a motion by Cuccia, second Crowell. There being no further business, the meeting was adjourned at 7:31 pm, on a motion by Werner, second Manering. Dean A.
