F:\1 DEAN - JESS DOCUMENTS\Plan Commission\Plan Commission Minutes 6.8.2026.docx10/17/2024 12:47 PM TOWN OF WESTPORT PLAN COMMISSION – June 8, 2026 The regular monthly meeting of the Plan Commission was called to order at 6:00 p.m. Monday, June 8, 2026, in the Community Room of the Bernard J. Kennedy Administration Building by Chair John Cuccia. Members present: Dennis Tande, Deana Turner, Chris Moore, Amy Freidig, Joe Pichette, and John Cuccia. Members absent: Cynthia Kennedy. Also present: Dean Grosskopf; Brett Riemon, Brian Spanos and their landscape architect; Jim Bonaszak, Jim Jansen, Aaron Jossart, Nick Patterson, Pete Waller, Marsha Monroe, and several other interested residents. Grosskopf confirmed compliance with open meetings law. There was no public comment on matters not on the agenda. The minutes from January 12, 2026, regular meeting, were approved on a motion by Moore, second Tande. Grosskopf briefly reintroduced the proposed Lakestone Properties development, at 5339 Lighthouse Bay Drive. The Developer presented an updated landscape plan for the Lakestone Properties Landscape Review. After a lengthy discussion, the Commission offered numerous suggestions. Questions and comments were allowed from the neighbors and concerns were raised. Because of the amount of input, the developers have agreed to revise the plan and re- submit it for approval at a later time, so no action was taken. After an introduction by Grosskopf for an Initial Consultation for CSM/Rezone at 5974 River Road, the owner, Aaron Jossart presented details for his request of combining the two lots he purchased into one lot, with the intent of owning horses. The Commission approved the request to proceed as requested by the Jossarts. Cross Lutheran Church requested to extend the time to use the current gravel driveway beyond the 5 years originally allowed. Citing the wish of the Church to use the current funds available to purchase more land instead of paving the temporary access, and following questions and discussion, the request was approved, provided that this approval would expire following a 1 year notice by the Town, or upon a request from the Church to construct any significant additions to the property, upon a motion by Cuccia, second Turner. Nick Patterson presented the proposed Community of Bishops Bay Park Improvements at Jacobsen Park for 2026, including a Performance Stage and Multi-Use Court. The Park Committee previously raised several concerns as relayed by its Chair, Amy Freidig, and the Commission echoed those concerns and more. Nick Patterson was asked to provide a master park plan, and address parking, restroom facilities, and performance stage design, dimensions, and utility provisions. They also asked him to look into providing a different location for a proposed hockey rink than the sport court and consider two separate tennis and pickleball courts. The Plan Commission took no action at this time. F:\1 DEAN - JESS DOCUMENTS\Plan Commission\Plan Commission Minutes 6.8.2026.docx10/17/2024 12:47 PM Freidig reported on other activities of the Park Committee and Moore reported on the work of the Historic Preservation Commission, in particular that they are requesting that the former Nau-Ti- Gal property be inspected for possible violations of the Historic Preservation designation. Grosskopf reported that the Joint planning and Joint zoning Commissions with Waunakee and Middleton have not met nor do they have upcoming issues. Motion to adjourn by Tande, second Moore. The meeting adjourned at 8:13 pm. Respectfully Submitted, Dean A. Grosskopf
