At 6:03 pm, Town Chair Cuccia opened the public hearing on the Brickson Park Drive Road
Vacation Resolution. Four members of the public gave statements, which were generally in favor
of the vacation. There being no further comment, the public hearing was closed at 6:27 pm.
The Board approved Resolution 26-06, “Vacating a Portion of Brickson Park Drive”, following
staff recommendation and subject to an acceptable land division and the recording of easements
to preserve access and utilities, subject to the review and approval of the Town Administrator
and Attorney, on a motion by Pichette, second Werner.
Grosskopf gave an introduction to Municipal Code Enforcement, LLC. Allisin Sihwark provided
further details, including information on contracts with surrounding municipalities and the option
of a six-month trial contract, with enforcement to be complaint-based and handled on a case-by-
case basis, routed through Grosskopf and staff. On a motion by Pichette, second Werner, the
Board approved proceeding with a six-month trial contract tailored to the Town's needs.
The contract deputy provided an update on the law enforcement contract, including the move to
an office in Westport following the Village of Dane's sale of the garage and office previously
used to a developer. The deputy noted this will allow for a higher presence of patrol in Westport,
as deputies will have an office available to them as needed.
The Board approved the Lakestone Developers Agreement and Resolution 26-05 “Accepting
Public Improvements within Lakestone Development Located in the Town of Westport”, on a
motion by Werner, second Crowell.
Cole gave an update on the incorporation process and the timeline that can be expected. Cole
reported that the Joint Boundary Plan was approved last week, contingent on approval of the
incorporation by the Incorporation Review Board (IRB), with a decision likely to be expected in
early 2027.
No closed session was held.
Grosskopf reported that the Town Plan Commission did not meet; it will meet in August to
review the Lakestone Properties Landscape Plan and the Advanced Concrete Sign Design. The
Waunakee/Westport Joint Plan Commission met regarding a five-lot certified survey map in
Waunakee, Kilkenny West, all located in Waunakee. Cole gave an update on the appeal of the
denial of the solar farm application, noting that scheduling items, including dates and deadlines,
are still to be determined. Grosskopf reported the Waunakee Area EMS held its first meeting
with the union on non-monetary issues, which appears to be going well. There was nothing to
report from Waunakee Fire. Pichette reported the Middleton Fire meeting scheduled for last
week was cancelled. The HPC has not met. Grosskopf gave an update from the inspector on last
week's inspection of the Nau-Ti-Gal property, noting the building is functioning soundly but is
starting to show visible signs of decline, and that the decline will continue if maintenance is not
started. The Park Committee will meet next week. Cuccia, reporting on behalf of the Audit
Committee, stated that the current bills were reviewed and found to be in order.
Current bills were paid as presented on a motion by Cuccia, second Crowell.
Crowell noted an additional $68,000 in storm damage for the June Storms. Anderson and Duffrin
submitted documentation needed to apply for a grant for the April storm damage. As of July 20,
2026; it is not yet known if funds will be awarded, and the Town is waiting on that
determination. Anderson also noted that a potential grant for the June storm damage is pending.
