The minutes of the March 2, 2026, Town Board Meeting were approved on a motion by Crowell, second
Werner.
Upon a motion by Manering, second Werner, the agenda was re-ordered to consider the Resolution
approving a cooperative boundary plan between the Town of Westport, Cities of Madison and Middleton
and the Villages of DeForest and Waunakee under Wis. Stat. 66.0307, following the public hearing held on
February 11, 2026.
Chair Cuccia recognized Stan Skolaski, David Grosse, Henry Laufenberg and Amanda Young. Each of
them expressed deep concern over their property being transferred to Middleton under the above proposed
agreement. Mayor Emily Kuhn of Middleton appeared to respond to their concerns and offered to work
with each of them to find solutions, once this resolution and the proposed joint boundary plan is final.
Resolution 26-01 approving the “Cooperative Plan Between the Town of Westport, Cities of Madison and
Middleton, and the Villages of DeForest and Waunakee” was passed unanimously on a motion by Crowell,
second Werner.
Katrina Becker appeared before the Board to introduce the requirements and the procedure necessary to
create a new comprehensive land use plan for Westport. She also introduced Amanda Arnold via Zoom,
who will potentially be collaborating with Becker on the project. The Board asked questions and briefly
discussed the process but took no action.
Upon a motion by Werner, second Manering, and a unanimous roll call vote, the Board adjourned into
closed session at 7:16 pm, pursuant to:
a. Section 19.85(1)(g), Wis. Stats., conferring with legal counsel for the governmental body who is

in a format suitable for review and passage at the April 6, 2026, Town Board Meeting.

The Town Engineer, Kevin Even, provided a written report and a copy of the recommended bid from
Payne and Dolan to reconstruct Westport Road and Bridge. Even analyzed the details of the bids and
recommended that the Board award the 2026 Road Bid for Westport Road and Bridge to Payne and Dolan
in the amount of $2,072,497. The bid was approved on a motion by Werner, second Pichette.
Grosskopf reported that nothing has been filed for the Plan Commission Meeting for action in April, and
he was also not aware of anything that would come before the Waunakee/Westport Joint Plan Commission
in April. A public hearing scheduled before the Middleton/Westport Joint Zoning Commission on March
24, 2026, has since been cancelled. There was nothing to report from the Waunakee Area EMS
Commission, which met on March 12, 2026. Crowell had nothing additional to report in open session on
the Waunakee Fire District meeting held on February 23, 2026. Pichette and Grosskopf reported February
19, 2026, meeting with the Middleton Fire District Commission. Werner affirmed that the Historic
Preservation Commission has two State historical markers in production and they should be available for
installation this Spring. The Park Committee did not meet, and Manering and Grosskopf had nothing new
to report on the progress of the Waunakee Area Public Arts Commission. Cuccia reported that the Audit
Committee reviewed the current bills and found all to be in order.
Current bills were paid as presented by Grosskopf and recommended by the Audit Committee, on a motion
by Cuccia, second Crowell.
For Administrative Matters, Grosskopf offered three dates for scheduling the 2026 Board of Review. The
Board decided on June 8, 2026, at 9:00 am.
The meeting was adjourned at 8:39 pm, on a motion by Werner, second Crowell.
