Minutes Town of New Hope July Regular Board Meeting Monday, July 21, 2025 – 6:30 pm North New Hope Church, 845 County Road T North, Amherst Junction, WI Members Present: Chair Todd Knepfel, Supervisors Timm Raddatz and Ray Reser Also present: Treasurer Dorene Stolpa, Clerk Pat Zellmer Guests: Jordan Brost, Dustin McAloon, Tom Trzinski, Al Suehring, Zach Kranski, Dave Swenson 1. Call to order, followed by Pledge of Allegiance. Following the Open Meeting, the Regular July Town Board meeting was called to order by Chair Todd Knepfel at 6:30 pm. 2. Review/Approval of Minutes. Prior to the meeting, June Regular Town Board Meeting minutes were circulated to the Board via email, and posted as a draft on the town website. Supervisor Raddatz moved to accept the June minutes as written, seconded by Supervisor Reser. Motion carried, 3-0. Approved minutes will be posted on the town website. 3. Persons who wish to address the Board. Jordan Brost provided a final copy of a survey map for the Clifford and Debra Yenter property (9350 Cty Rd Z, Parcel Number: 026241008-08.06) for signatures, following receipt of a packet from Planning and Zoning. 4. Road Report. Zach Kranski will assist Al Suehring in mowing and brushing the town roadsides. Seal coating and black topping continue on approved roads. Swenson will continue brushing along town roads, as contracted. A truck/ATV accident resulting in a fatality occurred on County Road. ZZ. 5. Plan Commission: a. Tom Trzinski and Dustin McAloon representing Impossible Dreams Farms appeared before the board. Trzinski requested approval of two access points for that property. Supervisor Reser moved to accept the survey map as presented, based on a signoff from Portage Co. Planning and Zoning. The motion was seconded by Supervisor Raddatz. Motion carried, 3-0. b. Ordinance 2025-01 to amend the New Hope Comprehensive Plan was signed, and will be posted at the kiosks and on the town website. 6. Vandalism Report. Five trash bins were vandalized on July 20. The Sheriff’s office was notified, and has begun an investigation. Harter’s will bill New Hope for replacement bins ($115 each, total $575). 7. Town Hall. Any action involving moving the old Town Hall onto private land will be postponed until further notice; this will continue to be an agenda item until resolved. 8. 2025 Fall Recycling Event. The annual New Hope Fall Recycling Event is set for Saturday, September 13, from 9 – 1. Postcards will be mailed to residents prior to the event. Prices and details will be posted on the town website and on the postcards. 9. WI Towns Unit meeting, hosted by New Hope. New Hope will host the Portage Co. Towns Unit meeting on Monday, July 28, with a picnic dinner at 6:15, followed by meeting at 7:00 pm. Supervisor Reser will present an update on County projects. 10. New Business. None 11. Payment of Bills. Supervisor Reser moved to pay the June bills totaling $30,506.65, seconded by Supervisor Raddatz. Motion carried, 3-0. 12. Next meeting date. The Regular August Town Board Meeting is set for Wednesday, August 20, 6:00 pm. 13. Adjournment. Supervisor Reser moved to adjourn the July Regular Board Meeting at 7:45 pm, seconded by Supervisor Raddatz. Motion carried 3-0. Meeting was adjourned at 7:45 pm.
