Town of New Hope June Regular Board Meeting
Monday, June 16, 2025 – 6:00 pm
North New Hope Church, 845 County Road T North, Amherst Junction, WI
Members present: Chair Todd Knepfel, Supervisors Timm Raddatz and Ray Reser
Also present: Treasurer Dorene Stolpa, Clerk Pat Zellmer
Guests: Jordan Brost, Randy Kenowski, Laurie Stoltenberg, Dave Swenson
1. Call to order, followed by Pledge of Allegiance. The Regular June Town Board meeting was called
to order by Chair Todd Knepfel at 6:05 pm, followed by the Pledge of Allegiance.
2. Review/Approval of Minutes. Prior to the meeting, May Regular Town Board Meeting minutes
were circulated to the Board via email, and posted as a draft on the town website.
a. Laurie Stoltenberg appeared before the Board to request that item #4 (Existing Town
Hall) in the May minutes draft) be amended to include that Shulfers’ offer to take the building
and contents located at 9785 Town Hall Road (the ‘old’ town hall) is at no cost to the Town or
Shulfer. Considered a ‘friendly amendment,’ the May minutes will be amended before
posting the final version. Her comments (submitted in email) have been posted as
‘Correspondence’ with the May minutes per WI Towns Association.
Supervisor Raddatz moved to accept the May minutes as written (with the amendment above),
seconded by Supervisor Reser. Motion carried, 3-0. Approved minutes will be posted on the town
website.
3. Persons who wish to address the Board.
a. Jordan Brost appeared before the Board to discuss changes to the Clifford and Debra
Yenter property (9350 Cty Rd Z, Parcel Number: 026241008-08.06, action will be
postponed until Planning and Zoning packet is received per consensus of the Board.
b. Upon request from Laurie Stoltenberg, Chair Knepfel provided a review of the Fechter
property; Supervisor Reser gave an update on an Operations Ordinance (County level)
regarding CAFO operations.
c. Randy Kenowski reported pesticide spraying along county roads to warn residents
who collect asparagus.
4. Road Report. Chair Knepfel reported that accepted bids were returned to B&B and Scott
Construction. Phone calls confirmed receipt of the bids. Repairs will be completed this
summer .
5. Ordinances, Policies, Procedures. Per WI Towns Assoc. and the Board of Review (BOR), the
following ordinance, policy, and procedure were consecutively presented and approved by
the Board, all three were approved 3:0 in favor, to be posted on the website and kiosks.
a. Ordinance of Confidentiality of Income and Expenses (2025-02)
b. Board of Review Policy to establish procedures and criteria for allowing alternative
forms of sworn testimony at BOR hearings. Approved at 2025 BOR meeting.
c. Board of Review Procedure for Waiver of BOR Hearing Requests. Approved at 2025
BOR meeting.
6. Wisconsin Municipal Records Schedule.
a. Ordinance 2019-01: Ordinance to Adopt WI Municipal Records Schedule. In place.
b. Adoption of Schedules tabled until Clerk Zellmer can gather more information.
7. WI Towns Unit meeting, hosted by New Hope.
a. Monday, July 28: 6:15 dinner, followed by meeting at 7:00 pm. Supervisor Reser
volunteered to present an update on issues before the County.
8. New Business. None
9. Payment of Bills. Supervisor Raddatz moved to pay the May bills totaling $13,219.30, seconded by
Supervisor Reser . Motion carried, 3-0.
10. Next meeting date.
Open Meeting (regarding Comp Plan): July 21, 6:00 pm. Public is invited.
Regular July Town Board Meeting: July 21, 6:30 pm.
11. Adjournment. Supervisor Reser moved to adjourn the June Regular Board Meeting, seconded by
Supervisor Raddatz. Motion carried 3-0. Meeting was adjourned at 7:48 pm.
