Town of New Hope Regular Board Meeting
Monday, May 19th, 2025 – 6:00 pm
845 County Road T North, Amherst Junction, WI
Members present: Chair Todd Knepfel, Supervisors Timm Raddatz and Ray Reser
Also present: Treasurer Dorene Stolpa, Clerk Pat Zellmer
Guests: Loren Birkey, Sally Ellingboe, Steve Ellingboe, Dave Eschenbach, Norman Groshek, Susan Groshek,
Don Gullikson, Jennifer Larsen, Bob Patoka, Mary Patoka, Butch Pomeroy, Pat Quigley, Don Romundson,
Paula Shulfer, Rob Simkins, Laurie Stoltenberg, Dave Swenson, Shilo Weaver, Tom Weaver, Andy Wegner
1. Call to order, followed by Pledge of Allegiance. The Regular May Town Board meeting was called to order by
Chair Todd Knepfel at 6:00 pm, followed by the Pledge of Allegiance.
2. Review/Approval of Minutes. Prior to the meeting, April Regular Town Board Meeting minutes were circulated
to the Board via email. Supervisor Reser moved to accept the April minutes as written, seconded by Supervisor
Raddatz. Motion carried, 3-0. Approved minutes will be posted on the town website.
3. Persons who wish to address the Board. Laurie Stoltenberg presented updated plans to remodel the existing
town hall, and submitted the document via email. That document will be included with the May minutes as
correspondence.
4. Existing Town Hall. A postcard was mailed to all residents in late April, with a deadline for submitting written
offers on the Town Hall building and/or contents (located at 9785 Town Hall Road) to the town clerk by Sunday,
May 18, 2025. Resolution No. 2025-03 (Manage Existing Town Hall) had been approved at the April 2025 Town
Electors Meeting (21 yes, 1 no).
• A written offer for the building and contents was received on Sunday, May 18 from Dale and Paula Shulfer
(identical to original verbal offer made on March 2025).
• An email offer on contents was received later on May 18 from Don Romundson.
• The Board accepted Shulfers’ offer for the building and its contents for no cost to the Town or Shulfers, in
exchange for and conditional to the Shulfers assuming responsibility and all expenses for moving the building
west onto their property (tentative time frame Fall 2025). The Board will work with the town’s lawyer and the
Shulfers on the next step.
5. Road Report.
a. Annual Road Survey. The Board completed the 2025 road survey to prioritize road repair: Brushing will
continue (Swenson Tree Service). Repairs are planned for sections of Jerry’s Lane, Grayson Road, Hotvedt
Road, Rainbow’s End, Arrowhead Road, and Nerlien Road,
6. Announcements and New Business.
a. The DNR renewed the Recycling Grant for 2025.
b. Open Book (May 12) and BOR meeting (May 19) were completed. New Hope will have a comprehensive
property reassessment in 2026.
7. Next meeting date. All meetings listed below will take place at North New Hope Church.
a. June Regular Town Meeting: 6:00 pm, Monday, June 16, 2025.
b. Open Town Meeting (Plan Commission change): 6:00 pm, Wednesday, July 21, 2025.
i. Notice was published on website and Town Kiosks
c. July Regular Town Meeting: 6:30 pm, Wednesday, July 21, 2025.
8. Payment of Bills. Supervisor Raddatz moved to pay the May bills totaling $40,304.35, seconded by Supervisor
Reser . Motion carried, 3-0.
9. Adjournment. Supervisor Raddatz moved to adjourn the May Regular Board Meeting at 8:12 pm, seconded by
