Date: November 21, 2025 Town of Wheatland 34315 Geneva Rd. New Munster, WI 53105 Clerk Katie Sweatman Town Board Meeting Minutes Monday, November 17, 2025 – 6:00 P.M. Page 1 of 2 The Wheatland Town Board met on Monday November 17, 2025 at 6:00 PM at the Wheatland Town Hall. The Pledge of Allegiance was recited. Presentation and review of 2026 Town Budget: Review of Receipts: Utility aid will be received this year from the Solar Farm off of Highway 50 and the Substation for the 2024 year. Review of Disbursements: Overview of raises. No one at this time is eligible for a raise. Added line 31 for Deputy Clerk just to see an amount paid out. Water patrol had a problem with the motor and it had to be replaced during this year. Our municipal Constable was out for 3 months of this year so that contributes to the reduction in disbursements this year. Fire Safety had a problem with the original budget as it should have been higher, from $93,000 to $98,500, where it should be. Other bills are still coming in for vehicles and that should be added to disbursements. Roads: 396th, Cranberry Knolls, and 376th (1/3 completed). Health and Human Services for cemeteries. Clerk is looking into working with someone to clean and fix some of the Baptist cemetery. Parks does not have any projects planned so the budget stays as is. Debt is now paid off for the road loan. Adjourn the Town Board Public Hearing Special Town Meeting of Electors Call to order for the Special Town Meeting of Electors for the Town of Wheatland A motion was made by Sheila Siegler to approve the Resolution No. 2025-04 to adopt 2025 general tax levy and streetlight district levies to be paid in 2026, seconded by Diane Grenus. Motion carried. A motion was made by Sheila Siegler to adjourn the Special Town Meeting of Electors for the Town of Wheatland, seconded by Diane Grenus. Motion carried. Special Town Board Meeting Call to order the Special Town Board Meeting A motion was made by Supervisor Madsen to adopt the 2026 Town budget as presented, seconded by Supervisor Wilson. Page 2 of 2 Nay – 0 Motion to move into closed session to confer with legal counsel regarding review and negotiation of for the Robin Battery Storage by Chairmen Butler, seconded by Supervisor Wilson. Motion passed. At this time the Town Board along with Attorney Todd Terry, Fire Chief Lou Denko and Clerk Katie Sweatman gathered into closed session. Motion made to come out of closed session by Chairmen Butler, seconded by Supervisor Madsen. Motion passed.
