Minutes of the TOWN OF BARABOO PLAN COMMISSION MEETING Public notice is hereby given that the Town of Baraboo Plan Commission meeting held on Monday, April 7, 2025 at 6:15 PM at the Baraboo Town Hall, located at 101 Cedar Street, Baraboo, WI 53913. AGENDA 1. Call meeting to order at 6:15 PM and verified compliance with Wisconsin’s open meeting laws, posting agenda at all three posting boxes 2. Plan commission members Steve Hess, Randy Puttkamer, Pat Sprecher, and Lea Ann Gieck, as well as town clerk Morgan Olson were present and introduced. Commission member Al Stanek was absent 3. Motion made by Randy Puttkamer to adopt the agenda for this meeting, seconded by Pat Sprecher. Motion carried unanimously. 4. Motion made by Randy Puttkamer to adopt the minutes of the March 3, 2025 meeting, seconded by Pat Sprecher. Motion carried unanimously. 5. Citizens from Little Society Farm E11540 State Road 136 appeared to speak of future plans involving rezones and land divisions. Some discussion of best ways to reach their goals. The commission took no action on this information. 6. No discussion or action in regards to approval of a Special Exception Permit application for a nonmetallic mining site from Tyler Leatherberry on tax parcels 002-0779-00000, 002-0784-02000 and 002-0784-10000, located at S4168 Crawford Street, Baraboo, WI. Applicant is asking for an extension of the Sauk County Board Of Adjustment’s deadline from February 2025 to June 2025 to continue operations while completing a reclamation plan update. The “current” Special Exception Permit was issued to the previous owner, and therefore would have legally expired upon property transfer in July 2023. Applicant did not appear. 7. Motion made by Randy Puttkamer to recommend new Tourist Rooming House Permit for Devils Lake Crossing, “Devils Lake Schoolhouse” operated by Kathryn Floyd and Reece Koenigs at E11604A Park Rd, Baraboo. Tax Parcel no. 002-0393-00000 be approved ant next town board meeting IF applicants provided house rules. seconded by Lea Ann Gieck. Motion carried unanimously. Existing VRBO with new owners. 8. Motion made by Randy Puttkamer to table discussion and possible action regarding CUP approval for David Mitchell to operate a Tourist Rooming house on tax parcel 002-0350-30000., located at S5667 Old Lake Road, Baraboo, WI due to applicant not being present. Seconded by Pat Sprecher. Passed unanimously 9. Motion made by Radny Puttkamer to table Discussion and possible action regarding REezone for Live Love Dwell LLC /Greg Dahlgren S5746 Point of Rocks Road Tax Parcels 002-0426-00000, 002-0429-00000, 002-0432-00000, 002-0435-00000, 002-0437-10000, 002-0442-00000 from Agricultural to Recreational-Commercial in order to establish a campground. Seconded by Pat Sprecher. Discussion around County recommendation that a smaller subset of the parcels be put into a CSM before Rezoning, county recommended town table any action until this CSM is in place. Motion passes 3-1. 10. Motion made by Randy Puttkamer to take off table discussion and possible action regarding CUP approval for David Mitchell to operate a Tourist Rooming house on tax parcel 002-0350-30000., located at S5667 Old Lake Road, Baraboo, WI due to applicant not being present. Seconded by Lea Ann Geick . Passed unanimously. Motion made by Randy Puttkamer for Town board to table discussion and possible action regarding CUP approval for David Mitchell to operate a Tourist Rooming house on tax parcel 002-0350-30000., located at S5667 Old Lake Road, Baraboo, WI due to applicant not being present. Seconded by Lea Ann Geick . Application lacked many specifics including occupancy and house rules, parking stalls were listed as 4 and 7 but were not shown on drawings. bathrooms were not specified as 1/4, ½ or full baths. With no applicant appearing it was impossible to resolve these issues. Motion for town board to table until further information is provided passed unanimously 11. Give communications, updates, and reports. Several members received calls from Klaetch estates about rezoning and receiving a Conditional use to operate a trailer park on Noisen property. Applicant did not appear at the meeting and did not submit any paperwork. /there appeared to be differences in what the County has communicated and questions the applicant is asking. Discussion on Lea Ann moving to plan commission chairperson 12. Set the dates for the next meetings as May 5, 2025 and June 2, 2025 13. Motion to adjourn made by Pat Sprecher, seconded by Randy Puttkamer. Meeting adjourned at 8:45 pm A quorum of the Baraboo Town Board was not present at this meeting.
