MEMORANDUM
DATE September 21, 2026
TO City of Menasha Administration Committee
FROM Andrew Dane, Community Development Director
RE Downtown Business Incentive Program Application
The purpose of this memo is to provide background information for a grant
application discussion/action item on the September 21st Administration Committee
Agenda.
Background
The City of Menasha Downtown Building Incentive Program (DBIP) is designed to
support downtown property owners and business owners in making building
improvements that extend the life of Menasha’s historic downtown buildings. This
program provides matching grant funds to cover design and construction costs
directly related to interior and exterior alternations including Façade, Roof, HVAC,
Electrical, Plumbing, Insulation, Structural, and ADA related improvements.
The Community Development Department administers the DBIP including program
promotion, program intake, reviewing completed applications, interpreting program
guidelines, and reviewing and approving reimbursement requests. Approval or denial
of DBIP applications will occur as applications are submitted.
Qualified projects will be approved on a first-come, first-serve basis. Final
determination of the award amounts and funding recipients will be made by the City
of Menasha Administration Committee.
Application Review
Staff received a DBIP grant application for 2 Tayco Street from the building owner
(Dan Wichman). The applicant is requesting funding to pay for a portion of window
and roof replacement. Because this property is in a locally designated historic district
(Tayco Street), the applicant first went before the Landmarks Commission to present
Page 14 of 50
2 of 2
the project. The Commission granted a certificate of appropriateness to the building
owner based on the owner’s renovation plans for the property.
Staff reviewed the DBIP grant application and finds that it meets the guidelines
established for the program.
Staff Recommendation
Recommend the City of Menasha Administration Committee approve the Downtown
Business Incentive Program application for 2 Tayco Street.

INTRODUCTION
Hi Dan Wichman,
Thank you for the opportunity to quote on the repairs to your building. Please find your estimate below along with
upgrade options for potential improvements to your project, if applicable.
The following estimate is for: complete tear-off and replacement of approximately 4,720 square feet of roofing.
Work includes removing the existing roofing system down to the roof deck, preparing the surface, and installing new
ISO Board (board stock insulation) followed by a PVC roofing membrane with heat-welded seams. The installation
includes new wall caps, necessary flashing, and perimeter trim to provide a complete, watertight roofing system,
along with removal of tear-off debris and cleanup of the work area.
1. Remove and disposal of old rubber
2. Supply and install new ISO Board and PVC Membrane
3. Clean-up of entire work area
We don't want you to be personally liable should a worker happen to get injured therefore, maintain the highest
safety program for all employees and crews. We carry our own liability insurance.
If you have any questions, please give me a call. We always want to provide the best value to our clients. If we are
outside your budget, please let me know and we will do our best to work within that.
