VILLAGE OF WYOCENA VILLAGE BOARD MINUTES MONDAY, OCTOBER 23, 2023 Call to order: Village President Kim Bauer called the meeting to order at 6:00 p.m. Pledge of Allegiance Roll call: President Kim Bauer, Trustees: Paul Crary, Rebecca Sersch, Owen Landsverk, and Rusty Schiradelly. Also present: Administrator/Clerk-Treasurer Lori Kratky. Absent Trustees: Doug Rose and Kathy Morrison. Proof of Posting: Village Clerk posted the agenda for the October 23, 2023 Village Board meeting on the bulletin board at Wyocena Community Center, Wyocena Post Office, the Wyocena Library entrance and the Village website on Thursday, October 19, 2023. Recognition of Visitors: Nothing to report. Minutes: Motion by Crary, second by Sersch, to approve the October 9, 2023 Village Board minutes. M.C. New Business: Eastern Columbia County Joint Municipal Court (ECCJMC) 2024 Budget: Motion by Crary, second by Sersch, to approve the 2024 ECCJMC budget as presented. M.C. ATV Ordinance 10.42(d)(2) Amendment: Motion by Schiradelly, second by Landsverk, to amend ordinance 10-42(d)(2) All-Terrain Vehicle as presented, to waive the second reading, to complete the third and final reading, and adopt the amended ordinance. Roll Call: Sersch – yes, Crary – yes, Landsverk – yes, Bauer – yes, Schiradelly – yes. M.C. Participation in 2023/2024 Police Grants: Motion by Sersch, second by Landsverk, to participate in 2023/2024 police state grant programs the same as the previous year, with the current level of pay for each officer to remain the same. M.C. 2024 General Fund, Capital, Debt, and Water and Sewer Budgets: Budgets and possible projects were discussed. Motion by Schiradelly, second by Bauer, to approve the 2024 general fund, capital, debt, water, and sewer budgets as presented with the inclusion of additional projects as discussed. Roll Call: Crary – yes, Landsverk – yes, Bauer – yes, Schiradelly – yes, Sersch - yes. M.C. Board Comments: The next village board meeting will be November 13, 2023 with a Public Hearing for 2024 Budgets beginning immediately prior at 5:30 p.m. Kevin Hamm will be on the agenda to discuss sewer service at his property.
