1 MINUTES TOWN OF PLOVER BOARD MEETING AUGUST 4, 2026 1. CALL TO ORDER: Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:00 PM with the Pledge of Allegiance. Also present were Supervisors Bentley, Pavelski, and Tuttle; Clerk/Treasurer Weller; Superintendent of Highways William Honaker; and Town of Plover resident Randall Hopp. Supervisor Firkus was excused. 2. CORRESPONDENCE AND COMMUNICATIONS: Chairman Garbe reported on Local Small Structure Improvement Program funding awarded to the Town of Plover to replace the bridge over Crooked Rift Creek on Biron Drive East as well as subsequent steps to proceed with the project, railroad crossing issues, a public hearing scheduled for August 25 regarding the proposed amendment to the Town of Plover Comprehensive Plan and Future Land Use Map and rezoning of the Pavelski property, and a letter of appreciation from Biron Drive East residents for tree trimming by public works department employees. 3. PUBLIC COMMENTS: There were no public comments. 4. ALLOWANCE FOR AN ADDITIONAL DRIVEWAY AT 4866 WOODLAND COURT: Town of Plover resident Randall Hopp requested a second driveway at 4866 Woodland Court to accommodate access to his new storage shed. Supervisor Pavelski made the motion to approve the Town of Plover Driveway Construction Permit Application submitted by Randall Hopp, Supervisor Tuttle seconded, the question was called, and the motion carried unanimously. 5. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES: Superintendent of Highways William Honaker reported on chip sealing and follow-up sanding and grader repairs. He and Chairman Garbe answered questions about grading and ditch mowing. Board members recommended that employees mix oil with gasoline for small engine equipment in the shop rather than buy premix fuel. 6. STATUS OF GRAVEL ROAD PROJECTS: Chairman Garbe indicated that material was hauled to Brook Drive and Marsh Drive as directed at the last meeting; he detailed plans for the Prairie Drive overlay scheduled for August 11 and the Birch Drive overlay scheduled for the following week. Kennedy Avenue projects with the Town of Buena Vista and the Town of Stockton have been delayed, and there have been no updates on the Buena Vista Drive project. 7. STATUS OF CHIP SEAL PROJECTS: Chairman Garbe mentioned that all chip sealing was completed and that he will seek reimbursement from the Village of Plover for work on shared roads. 8. STATUS OF 80TH STREET RESURFACING PROJECT: In conjunction with the jurisdictional transfer of the roughly nine-tenths-mile section of the former Wood County Highway U (80th Street) between North Biron Drive and State Highway 54, Wood 2 County started the curb project that stretches beyond the roughly three-tenths-mile section of the former Wood County Highway U (80th Street) covered by the 2019 jurisdictional transfer agreement. 9. REVIEW OF DRAFT RESOLUTION FOR JURISDICTIONAL TRANSFER OF 80TH STREET: Board members offered feedback on the draft resolution. 10. CONTRACTING OF A TRACTOR WITH BOOM CUTTER AND OPERATOR FOR ROADSIDE CLEARING OF OBSTRUCTIONS AND GROWTH: Board members discussed the cost of brushing, scheduling and length of the rental period, work direction, and follow-up treatment to prevent regrowth; they will consider extending the duration of the contract at the next meeting. 11. ADDITION OF STREET LIGHTS AT THE INTERSECTIONS OF BARBARA’S LANE AND JACK’S DRIVE WITH COUNTY ROAD R: Board members decided against installing street lights at the intersections of Barbara’s Lane and Jack’s Drive with County Road R. 12. TEMPORARY CLASS “B” BEER LICENSE FOR HUMANE SOCIETY FUNDRAISER AT FELTZ FARMS: Supervisor Tuttle made the motion to approve a Temporary Class “B” Beer license for the Humane Society of Portage County, Inc., to be used at the Beer and Cheese for Pets Please fundraising event at 5796 Porter Drive on August 22, 2026. Supervisor Pavelski seconded the motion, the question was called, and the motion carried unanimously. 13. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED: Supervisor Bentley made the motion to approve the minutes of the July 16, 2026, town board meeting as presented. Supervisor Tuttle seconded the motion, the question was called, and the motion carried unanimously. 14. RECONCILED BANK STATEMENTS AND CASH SUMMARY: • RECONCILED BANK STATEMENTS OF JULY 31, 2026: The Portage County Bank NOW checking account reconciled at $41,096.79 on July 31, 2026. Supervisor Bentley made the motion to approve the Portage County Bank statement reconciliation as presented, Supervisor Tuttle seconded, the question was called, and the motion carried unanimously. • CASH SUMMARY AS OF AUGUST 3, 2026, AT 5:00 PM: Town of Plover cash totaled $1,442,338.63 consisting of $223,962.63 committed funds and $1,218,376.00 uncommitted funds. Supervisor Bentley made the motion to approve the cash summary as presented, Supervisor Tuttle seconded, the question was called, and the motion carried unanimously. 15. BUDGET ADJUSTMENTS: There were no budget adjustments presented. 16. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF TRANSFER OF FUNDS: Supervisor Tuttle made the motion to approve the payment of $12,962.97 to cover Checks 28443 through 28466 and electronic funds transfers EFTSW0626 and EFTETF0626. Supervisor Pavelski seconded the motion, the question was called, and the motion carried unanimously. 3 17. FUTURE MEETING DATES AND AGENDA ITEMS: The next regular town board meeting is scheduled for Wednesday, August 26, at 6:00 PM. Future agendas will include the second payment to the Village of Plover for fire and emergency medical services, the jurisdictional transfer of 80th Street, and the rental of brushing equipment with an operator. 18. ADJOURNMENT: Supervisor Pavelski made the motion to adjourn the meeting at 7:14 PM, Supervisor Bentley seconded, the question was called, and the motion carried unanimously.
