1 MINUTES TOWN OF PLOVER BOARD MEETING JULY 16, 2026 1. CALL TO ORDER: Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:00 PM with the Pledge of Allegiance. Also present were Supervisors Bentley, Firkus, and Tuttle; Clerk/Treasurer Weller; Superintendent of Highways William Honaker; Town of Plover resident Priscilla Garbe; and District 19 Portage County Board Supervisor and Town of Linwood Town Chairman Scott Soik. Supervisor Pavelski was absent. 2. CORRESPONDENCE AND COMMUNICATIONS: Chairman Garbe reported on chip sealing, railroad crossing issues, the transfer of monitoring wells from the Wisconsin Geological and Natural History Survey to Portage County, and possible changes to the Portage County Shoreland Zoning Ordinance. 3. PUBLIC COMMENTS: District 19 Portage County Board Supervisor and Town of Linwood Town Chairman Scott Soik shared updates on his committee assignments, interest in the Town of Linwood and the Town of Plover collaborating to provide feedback regarding proposed amendments to the Portage County Shoreland Zoning Ordinance, and capital improvements. 4. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES: Superintendent of Highways William Honaker reported on ditch mower and tractor repairs, delaying ditch mowing due to the dry weather, and crack filling. 5. STATUS OF 80TH STREET RESURFACING PROJECT: In conjunction with the jurisdictional transfer of the roughly nine-tenths-mile section of the former Wood County Highway U (80th Street) between North Biron Drive and State Highway 54, Wood County pulverized and added aggregate to the roughly three-tenths-mile section of the former Wood County Highway U (80th Street) covered by the 2019 jurisdictional transfer agreement but was waiting for components to proceed with curbing and reconditioning. Board members discussed the replacement of the bridge over Crooked Rift Creek on Biron Drive East along with potential funding from the Local Small Structure Improvement Program and the Portage County Bridge & Culvert Aid Program. 6. AUTHORIZATION FOR GRAVEL ROAD PROJECT(S) – ROADS TBD: Supervisor Bentley made the motion to purchase base course material for Prairie Drive through Kafka Road Materials, LLC, at a delivered cost of $13.25 per ton, not to exceed $24,000.00. Supervisor Firkus seconded the motion, the question was called, and the motion carried unanimously. Supervisor Bentley made the motion to purchase decomposed granite for Birch Drive through Kafka Road Materials, LLC, at a delivered cost of $13.85 per ton, not to exceed $24,000.00. Supervisor Tuttle seconded the motion, the question was called, and the motion carried unanimously. 2 Supervisor Bentley made the motion to match Town of Stockton funds to purchase dense graded base from the Somers Pit for the Kennedy Avenue project, not to exceed $12,000.00. Supervisor Tuttle seconded the motion, the question was called, and the motion carried unanimously. Supervisor Bentley made the motion to hire Best Excavating & Trucking LLC to haul a maximum of three loads of dense base material to Brook Drive and a maximum of three loads of granite to Marsh Drive. Supervisor Firkus seconded the motion, the question was called, and the motion carried unanimously. 7. OPERATOR/BARTENDER LICENSE APPROVALS: Supervisor Tuttle made the motion to approve the operator/bartender license for Plover Cafe employee Deborah Zinser. Supervisor Firkus seconded the motion, the question was called, and the motion carried unanimously. 8. TEMPORARY CLASS “B” BEER LICENSE FOR THE HEE HAW REVIVAL EVENT SPONSORED BY ST. PHILIP’S CHURCH AT FELTZ FARMS: Supervisor Tuttle made the motion to approve a Temporary Class “B” Beer license for St. Philip’s Church to be used at the Hee Haw Revival fundraising event at 5796 Porter Drive on August 15, 2026. Supervisor Firkus seconded the motion, the question was called, and the motion carried unanimously. 9. REVIEW OF MOBILE HOME PARK INSPECTION REPORTS: Board members reviewed and discussed the annual mobile home park inspection reports issued by the Portage County Health and Human Services Department for Birch Tree Estates and Riverview Estates. 10. FIREWORKS PERMIT FOR WORZELLA & SONS, INC.: Supervisor Bentley made the motion to approve the Permit Application for Use of Fireworks in the Town of Plover for Clayton Perzinski on August 1. Supervisor Tuttle seconded the motion, the question was called, and the motion carried unanimously. 11. AMENDMENT OF ORDINANCE 20220224 GRANTING SIGNATORY AUTHORITY FOR BANK TRANSACTIONS: Ordinance 20220224 for granting signatory authority for financial transactions was updated to remove former Supervisor Pingel and add Supervisor Firkus. Supervisor Bentley made the motion to adopt Ordinance 20260716, Granting of Signatory Authority. Supervisor Tuttle seconded the motion, the question was called, and the motion carried. Supervisor Firkus abstained. 12. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED: Supervisor Tuttle made the motion to approve the minutes of the June 25, 2026, public hearing and following town board meeting as presented. Supervisor Bentley seconded the motion, the question was called, and the motion carried unanimously. 13. RECONCILED BANK STATEMENTS AND CASH SUMMARY: • RECONCILED BANK STATEMENTS OF JUNE 30, 2026: The Portage County Bank NOW checking account reconciled at $92,069.01 on June 30, 2026. Supervisor Bentley made the motion to approve the Portage County Bank statement 3 reconciliation as presented, Supervisor Firkus seconded, the question was called, and the motion carried unanimously. The Local Government Investment Pool (LGIP) committed and uncommitted accounts reconciled at a total of $1,327,519.04 on June 30, 2026. Supervisor Bentley made the motion to approve the LGIP statement reconciliation as presented, Supervisor Tuttle seconded, the question was called, and the motion carried unanimously. • CASH SUMMARY AS OF JULY 15, 2026, AT 6:25 PM: Town of Plover cash totaled $1,404,251.86 consisting of $223,962.63 committed funds and $1,180,289.23 uncommitted funds. Supervisor Bentley made the motion to approve the cash summary as presented, Supervisor Tuttle seconded, the question was called, and the motion carried unanimously. 14. BUDGET ADJUSTMENTS: Clerk/Treasurer Weller reported an overage of $50.00 in Town Board - Other Expense due to the purchase of Portage County Business Council gift certificates to recognize Building Inspector Michael Bembenek’s retirement. Supervisor Firkus made the motion to adjust the overage by transferring $50.00 from Contingency Fund. Supervisor Tuttle seconded the motion, the question was called, and the motion carried unanimously. 15. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF TRANSFER OF FUNDS: Supervisor Tuttle made the motion to approve the payment of $36,833.52 to cover Checks 28410 through 28442 and electronic funds transfers EFT062Q26, EFTSW0526, EFTETF0526, and WIRE062926, as well as Menards rebate redemptions MENARD061626 and MENARD070626. Supervisor Bentley seconded the motion, the question was called, and the motion carried unanimously. 16. FUTURE MEETING DATES AND AGENDA ITEMS: The next regular town board meeting is scheduled for Tuesday, August 4, at 6:00 PM. Future agendas may include consideration of the potential closure of the Meehan Drive railroad crossing, the transfer of monitoring wells from the Wisconsin Geological and Natural History Survey to Portage County, proposed amendments to the Portage County Shoreland Zoning Ordinance, the rental of brushing equipment with an operator, the replacement of the bridge over Crooked Rift Creek on Biron Drive East, and the hiring of truck drivers for snow plowing. 17. ADJOURNMENT: Supervisor Tuttle made the motion to adjourn the meeting at 7:34 PM, Supervisor Bentley seconded, the question was called, and the motion carried unanimously.
