City of Hartford Police & Fire Commission Minutes for Ju ly 8 , 202 6 1. PFC meeting called to order by President Dautermann at 7:00 PM. 2. Pledge of Allegiance. 3. Roll Call: Fehr , Dauterman n , Schumacher , and Precord , as well as Alderperson Kirley , and Police Chief Rich Thickens . 4. M OTION by Fehr , seconded by Precord approving the minutes from the monthly meeting on June 1 0 , 202 6 . M OTION carried 4 -0. 5. Public Comment Period. a. There were no public comments. 6. The Police and Fire Commission will go into closed session pursuant to Wis. Stats. 19.85(1)(c) for the purpose of “ considering employment, promotion, compensation or performance evaluation data of any public employee over which the governmental body has jurisdiction or exercises responsibility. ” The Commission to discuss promotion to the position of Lieutenant. a. MOTION by Schumacher , seconded by Fehr to go into closed session. MOTION carried 4 -0. 7. The Commission will reconvene into open session. MOTION by Precord , seconded by Fehr to return to open session. MOTION carried 4 -0. 8. The Commission will vote and/or discuss the following matters. a. To vote on Chief Thickens ’ promotion on Detective Sergeant Engebretsen to the position of Operations Lieutenant on or after July 20, 2026. a. MOTION by Fehr, seconded by Dautermann to approve the promotion of Detective Sergeant Engebretsen to the position of Operations Lieutenant on or after July 20, 2026. MOTION carried 4-0. b. To vote to establish a current eligibility list for the position of Detective Sergeant. a. MOTION by Schumacher, seconded by Precord to establish a current eligibility list for the position of Detective Sergeant. MOTION carried 4-0. c. To vote to establish a current eligibility list for the position of Detective. a. MOTION by Fehr, seconded by Schumacher to establish a current eligibility list for the position of Detective. MOTION carried 4-0. d. To vote to establish a current eligibility list for the position of Police Officer. a. MOTION by Precord, seconded by Dautermann to establish a current eligibility list for the position of Police Officer. MOTION carried 4-0. 9. The Commission will vote and/or discuss moving the August meeting back one week to August 19, 2026, due to National Night Out on August 12, 2026. a. MOTION by Fehr, seconded by Precord to move the August 1 2 , 2026, meeting back one week to August 19, 2026, due to National Night Out. MOTION carried 4-0. 10.
