1 MINUTES TOWN OF PLOVER BOARD MEETING APRIL 15, 2026 1. CALL TO ORDER: Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:01 PM with the Pledge of Allegiance. Also present were Supervisors Bentley, Firkus, Pingel, and Tuttle; Clerk/Treasurer Weller; Superintendent of Highways William Honaker; and Town of Plover residents Susan Groom, Eugene Pavelski, and Michael Schoenholz. 2. CORRESPONDENCE AND COMMUNICATIONS: Chairman Garbe shared that the Village of Plover Fire Department’s inspections of the town hall and garage found no violations. 3. PUBLIC COMMENTS: There were no public comments. 4. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES: Superintendent of Highways William Honaker reported on fertilizer spilled on Prairie Drive, purchase of a load of road material for shouldering and plans to retrieve shoulders, flooding along the Wisconsin River, crack filling preparations, damaged fire number signs, and ice storm cleanup. 5. AUTHORIZATION OF PART-TIME EMPLOYMENT AND ESTABLISHMENT OF SALARY: Chairman Garbe provided background information on job applicant Steven Dobeck, and board members reviewed his employment application for the position of grader operator. His nonnegotiable desired salary of $30.00 per hour was more than the Town of Plover Public Works Department Level 3 employee pay rate of $26.00 per hour, requiring a wage change in the Town of Plover Personnel Policy. Chairman Garbe mentioned that Steven Dobeck would function fairly independently, report strictly to him, work up to three hundred hours, and be available for the Buena Vista Drive project. There have been several complaints about the condition of gravel roads this spring. Supervisor Bentley made the motion to offer part-time employment to Steven Dobeck in the Town of Plover Public Works Department as a Level 3 grader operator at the pay rate of $30.00 per hour, limited to grading activities and a maximum of three hundred hours per year, and reporting to Chairman Garbe. Supervisor Firkus seconded the motion, the question was called, and the motion carried unanimously in a roll call vote. Supervisor Bentley made the motion to raise the wage rate of Level 3 public works department employees from $26.00 per hour to $30.00 per hour. Supervisor Tuttle seconded the motion, the question was called, and the motion carried unanimously. 6. OPTIONS FOR BUILDING INSPECTOR: Chairman Garbe indicated that Ximena Christianson, a building inspector recently retired from the City of Stevens Point that was interviewed on March 18, had expressed concerns that the Town of Plover’s Ordinance for Construction and Moving of Buildings wasn’t detailed enough. He asked if board members wanted to explore General Engineering Company as an alternative for building 2 inspection services, and they concurred with his suggestion. The business is recommended by the Town of Lanark, has the ability to perform both residential and commercial inspections, and would provide monthly reports of activity. A representative from General Engineering Company will attend a future town board meeting. 7. DISCUSSION REGARDING JURISDICTIONAL ROAD TRANSFER OF COUNTY HIGHWAY U (80TH STREET): The Town of Plover Town Board must decide whether to accept jurisdictional authority along with the Village of Biron for a roughly nine-tenths-mile section of the former Wood County Highway U (80th Street) between North Biron Drive and State Highway 54. Incorporation of the 2019 jurisdictional transfer agreement for a roughly three-tenths-mile section of the former Wood County Highway U (80th Street) into a possible new jurisdictional transfer and shared road agreement is an option supported by Village of Biron Public Works Director Kayla Lumaye and Village of Biron President Jon Evenson, but specifics are pending. 8. WINTER SNOW PLOWING PROTOCOL DRAFT REVIEW: Clerk/Treasurer Weller previously distributed draft copies of the Town of Plover Snow Plowing Policy and Town of Plover Employee Snow and Ice Removal Guidelines as prepared by Supervisor Bentley with input from Supervisor Firkus and Clerk/Treasurer Weller. Board members and meeting attendees reviewed and discussed the proposed documents, focusing on the need for planning, organization, and delegation, and suggesting expansion of emergency management procedures. Supervisor Bentley will update both the external and internal policies for further consideration. 9. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED: Supervisor Tuttle made the motion to approve the minutes of the February 25, 2026, town board meeting as presented. Supervisor Firkus seconded the motion, the question was called, and the motion carried unanimously. 10. RECONCILED BANK STATEMENTS AND CASH SUMMARY: • RECONCILED BANK STATEMENTS: February and March bank statements have not been reconciled. • CASH SUMMARY AS OF APRIL 15, 2026, AT 5:55 PM: COMMITTED FUNDS: $ 221,931.12 UNCOMMITTED FUNDS: GENERAL ACCOUNT $ 1,190,182.43 NOW CHECKING $ 29,407.89 TOTAL UNCOMMITTED FUNDS: $ 1,219,590.32 TOTAL CASH FOR TOWN OF PLOVER: $ 1,441,521.44 Supervisor Bentley made the motion to approve the cash summary as presented, Supervisor Tuttle seconded, the question was called, and the motion carried unanimously. 11. BUDGET ADJUSTMENTS: There were no budget adjustments presented. 3 12. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF TRANSFER OF FUNDS: No vouchers were presented. 13. FUTURE MEETING DATES AND AGENDA ITEMS: The annual town meeting will be held Tuesday, April 21, at 6:00 PM, with a regular town board meeting to follow; the agenda will include approval of permits to operate overweight trucks on designated Town of Plover roads. The next meetings are scheduled for Tuesday, May 5, and Wednesday, May 20, at 6:00 PM. Open Book will be held on Thursday, May 28, from 4:00 PM to 6:00 PM; Board of Review will be held on Thursday, June 4, from 4:00 PM to 6:00 PM. 14. ADJOURNMENT: Supervisor Tuttle made the motion to adjourn the meeting at 8:35 PM, Supervisor Bentley seconded, the question was called, and the motion carried unanimously.
