S:\Public Hearings\Common Council\2026\PH-CC Shorehaven PD Ratios CompPlan Rezone 11-17-26.doc NOTICE OF PUBLIC HEARING PLEASE TAKE NOTICE there will be a Public Hearing before the City of Oconomowoc Common Council on November 17, 2026 at 7:30 pm in Council Chambers, 2nd floor of City Hall, 174 E Wisconsin Avenue, Oconomowoc WI. The purpose of the public hearing is to hear public comment on the application by Scott Ramlow of Ramlow/Stein Architecture on behalf of Tyler Gudex of Shorehaven / Lutheran Homes of Oconomowoc, Inc. for an amendment of the City of Oconomowoc Comprehensive Plan 2050 and a rezoning of 1.945 acres located at 1252 & 1254 W. Wisconsin Avenue consisting of parcel tax key #OCOC 0558.990 (1.526 acres) and OCOC 0558.991 (.419 acres). The rezoning is for Shorehaven / Lutheran Homes of Oconomowoc expansion project that includes 50 additional Independent Living Apartments at 1252 / 1254 W. Wisconsin Avenue. The 2 parcels are designated on the land use plan as Suburban Residential and the request is to change the land use plan to High Density Residential. The parcels are zoned SR - Suburban Residential and the request is to rezone the property to RMH - Residential Multi-Family High with a Planned Development Overlay District. The PD overlay would be incorporated within the existing PD-05-03 and renumbered. The purpose of the PD overlay is to allow the site to increase density from the targeted 12 units/acre to 25.7 units/acre; the building height to increase from 45’ to 74’; and the parking requirements to be reduced from 111 stalls to 80 stalls which are exemptions from §17.202 residential bulk requirements and the parking requirements in §17.303 within the zoning ordinance. A complete list of public benefits are identified in the application materials. The proposed increase of 50 multi-family units also requires an amendment to the identified housing ratios within the City’s Comprehensive Plan. Per the plan the amount of single-family homes is not to drop below 58% and the proposed change would bring the new percentage to 57.8%; the amount of multi-family units is not to exceed 37.3% and the proposed change would bring the new percentage to 37.55%. The complete application may be viewed on the City’s website at www.oconomowoc-wi.gov under Public Notices or in the City Planner’s office at City Hall during regular business hours. If a person with a disability requires the meeting be accessible or materials at the meeting be in an accessible format call the City Clerk’s office at 262- 569-2186 at least 48 hours prior to the meeting to request adequate accommodations. Interested persons may attend the public hearing in person or submit their opinions to the City Clerk in writing prior to said hearing. Gina Kozlik, City Clerk
