1 Finance Committee - October 06, 2026 City of Oconomowoc Finance Committee Meeting Minutes October 06, 2026 - 6:10 PM Aldermen Present: Jennifer Aultman Kloth, Charles Schellpeper excused absent, Eric Jungwirth by substitution, and Zachary Frankowski Also Present: Karen Spiegelberg, Lou Kowieski, Matt Rosek, Kevin Ellis, Mark Frye, Gina Kozlik, Jason Gallo, James Pfister, Scott Osborn, Steve Hatton Chairman Aultman Kloth called the Finance Committee Meeting to order and appropriate meeting notice was confirmed at 6:10 PM. Committee Business a. Consider/recommend Resolution 26-R3410 Authorizing the Issuance and Establishing Parameters for the Sale of Not to Exceed $6,310,000 General Obligation Promissory Notes, Series 2026A Finance Director Hatton explained the tax exempt and taxable projects being financed. Chair Aultman Kloth noted that the projects were previously approved. There was discussion about the personal guarantee by Neumann on the TID and Administrator Frye provided more detail on the payments and milestones. Hatton explained the interest rate range with the Parameters Resolution providing authorization to close when most beneficial to the City. Motion to recommend Resolution 26-R3410 Authorizing the Issuance and Establishing Parameters for the Sale of Not to Exceed $6,310,000 General Obligation Promissory Notes, Series 2026A made by Frankowski and seconded by Aultman Kloth. Motion carried 3-0-0. b. Consider/recommend Resolution 26-R3412 Authorizing the Issuance and Establishing Parameters for the Sale of Not To Exceed $6,145,000 Taxable General Obligation Promissory Notes, Series 2026B Motion to recommend Resolution 26-R3412 Authorizing the Issuance and Establishing Parameters for the Sale of Not To Exceed $6,145,000 Taxable General Obligation Promissory Notes, Series 2026B made by Frankowski and seconded by Aultman Kloth. Motion carried 3-0-0. Adjourn Motion to adjourn made by Frankowski and seconded by Aultman Kloth. Motion carried 3-0-0. The meeting adjourned at 6:20 PM.
