Minutes taken by Gina Kozlik, City Clerk Alderman Aultman Kloth, Secretary 2 1 MEMORANDUM DEPARTMENT - WASTEWATER Date: April 21, 2026 To: Mayor and Utility Committee From: Tim Reel, Wastewater Operations Manager Re: Discussion Regarding the Wastewater Utility Upgrade Project RELATES TO THE STRATEGIC PLAN Strategic Goal- II. Improve and Maintain our Infrastructure/Facilities BACKGROUND In November of 2025 we presented the Facility Planning document to the Common Council. As of today, this document is still in the review and approval process at the WDNR. The plan did identify specific areas of need for future project consideration. The document was not intended, nor did it provide the level of detail necessary to begin a full-scale engineering effort regarding identified infrastructure or processes needs. Due to the level of unknown conditions, it is likely a traditional design pathway would be riddled with challenges from the onset. Upon further review and discussion, we are interested in identifying key elements in advance of large- scale engineering by using a Preliminary Design step. Examples of topics proposed to be included are electrical and HVAC equipment type and project limits, evaluation of alternatives for solids dewatering equipment, verifying the facility hydraulic profile, selection of SCADA software, and reviewing alternatives for process piping modifications along with other items. All topics will be discussed and evaluated for inclusion into the final design phase. There are two specific evaluations I wanted to highlight which may or may not have implications beyond Preliminary Design. First is a more in-depth review of hydraulic and mass loading capabilities at the Facility. We are interested in projections over time based on input provided by the City. A valuable effort for long term planning. Secondly, we are looking to evaluate the feasibility of a transition to a Class A biosolids product. With this item we are most interested in learning if there are cost efficiencies for taking this step now, later or not until required through regulation. The benefit of the Preliminary Design approach is that we would be able to provide greater clarity to engineering consultants for the second or final phase of engineering design while minimizing opportunities for change orders and numerous requests for information (RFI’s). The emphasis on the design phase is purposeful. It is our hope, by avoiding early pitfalls, setting the stage for clear meaningful discussion along with a desire for accurate and thorough design plans that we realize a more successful construction project with minimal hiccups. We are seeking to inform and receive input from Committee members regarding the above approach. 3 2 FINANCIAL IMPACT N/A RECOMMENDATION N/A SUGGESTED MOTION N/A 4 1 MEMORANDUM DEPARTMENT - WASTEWATER Date: April 21, 2026 To: Mayor, Common Council and Utility Committee From: Tim Reel, Wastewater Operations Manager Re: Consider/act on Resolution 26-R3349 for Control Panel Replacement at Lily Road Lift Station RELATES TO THE STRATEGIC PLAN Strategic Goal- II. Improve and Maintain our Infrastructure/Facilities BACKGROUND The Lily Road lift station is located at 1280 Lily Road. Current electrical controls were repurposed from another site which was taken offline years ago and are beyond their service life. The actual lift station structure is quite small in diameter and lends itself well to newer radar level devices vs. the traditional larger float control devices. The control panel and associated VFD’s will be replaced as part of this effort. New drawings and start-up services will also be provided along with a comparable one-year warranty period. We received two bids from local vendors who specialize in this equipment and who offer onsite service and repair. Those are: Altronex Control Systems of Madison, WI $41,509.00 Energenecs of Saukville, WI $70,100.00 Both vendors did personally visit the site, review the project electrical needs and were allowed time to ask questions for clarification. The Utility will pre-purchase the radar level detector with installation by the contractor. FINANCIAL IMPACT As part of the 2026 Capital Improvement Plan, we have scheduled replacements of lift station control panels and associated equipment. The Work Order for this work has a balance of $80,000. RECOMMENDATION It is recommended to award the Lily Road control panel replacement project to Altronex Control Systems of Madison, WI in the amount of $41,509.00. SUGGESTED MOTION Motion to approve Resolution 26-R3349 5 Resolution No. 26-R3349 for Replacement of Lily Road Lift Station Control Panel WHEREAS, the existing control panel and accessory devices have outlived their useful life; and WHEREAS, we have obtained the following qualified bids from contractors specializing in this work and who provide support and service capabilities; and Altronex Control Systems $41,509.00 Energenecs $70,100.00 WHEREAS, Utility Committee and Utility staff recommend award of the proposal from Altronex Control Systems in the amount of $41,509.00; and WHEREAS, the 2026 Capital Improvement Plan allocated funds for this purpose. NOW THEREFORE, BE IT HEREBY RESOLVED, the proposal, in the sum of $41,509.00, is accepted and the appropriate Wastewater representative is authorized to enter into an agreement with Altronex Control Systems. BE IT FURTHER RESOLVED, purchases described in this resolution are within budget and cost allocations will be directed to Wastewater Utility account 601-573-7000-810. On March 31st, we mailed official 10-day disconnect notices to 243 customers. Customers that do not make payments or acceptable payment arrangements will receive an automated voice message on April 15 regarding their upcoming disconnection. Utility staff will begin disconnections starting on Tuesday, April 16th. Typically, the majority of customers make adequate payments or arrangements, often after consultation with our customer service staff. Our staff use an appropriate combination of empathy and candor when dealing with customers experiencing challenging financial situations. A multi-year effort has been in effect to upgrade to electric meters with remote disconnect & reconnect capability. Any customer with an older meter that is disconnected for non-payment has their meter replaced at the time of disconnection. An increasing number of disconnection and reconnection actions are implemented by office customer service staff, instead of an on-site meter technician. Affected customers are assessed a $50 reconnection fee. For all reconnections, as a safety precaution we require a customer to be on-site at the time power is restored. During the calendar year 2025, there were 135 disconnections of service for non-payment. John Schuh, CPA Utility Accounting Manager 10 COMMITTEE REPORT – April 2026 Oconomowoc Electric Utility Staff Updates: As of the last Committee Report, we still had two job openings in utilities. Hottinger (April) Specialty Report: Hydrant Flushing Oconomowoc Utilities routinely performs system wide fire hydrant flushing two times a year. Spring flushing is from April 13th to May 16th. This proactive maintenance procedure cleans the pipes of any built-up materials and ensures the continued delivery of high-quality finished drinking water to our customers. This also ensures the serviceability of all the hydrants, in case of a fire event. Utility staff have historically maintained every hydrant connected to our system, regardless of whether they are private or public fire hydrants. In most instances, we have an understanding with the business/property owner through discussions with the maintenance staff that the Utility will be flushing the hydrants on their property. We have formalized the process of documenting private hydrants using a signed agreement with the owner. If property owners already perform routine maintenance on their private hydrants, we commend them for these efforts. Utility staff will generally follow the attached schedule for hydrant flushing, starting in Zone 1 and working through Zone 4, about one week per zone. Respectfully Submitted: Scott Osborn P.E.
