1 MONDAY, SEPTEMBER 14, 2026 AT 6:30 PM, TOWN HALL, OFFICIAL MINUTES, TOWN OF NECEDAH, WISCONSIN, TOWN BOARD MEETING FINANCIAL MATTERS REVIEW CHECKS FOR PAYMENT: CHECKS APPROVED FOR PAYMENT: Aug Checks # 18569– 18574 & Sept Checks # 18575 – 18613 CALL TO ORDER/ PLEDGE OF ALLEGIANCE: Meeting was called to order at 6:30 pm, by Chairman Scott Darnell, after check payment review. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheryl Barnharst, Road Supervisor Matt Goeb and Constable Jack Jasinski Sr. Also present were 14 residents, and no non- residents. ACCEPTANCE OF AGENDA: Motion by Schumer to accept agenda as presented, seconded by Hodal and carried aye-3. CHAIRMAN REPORT: Issue on Murmuring Pines improved with signs and sheriff. Working with AirBnB on 27th St gravel road issue. Cleaned up grass after cutting, social media needs to be patience. PUBLIC COMMENTS*Murmuring Pines signs are helpful. Thanks to Matt and so polite. APPROVAL OF THE MINUTES: Motion by Hodal to approve the August 10, 2026 Regular Town Board Meeting & August 10, 2026, 2026 Comprehensive Plan Public Hearing, seconded by Schumer and carried aye-3. APPROVAL OF THE TREASURER’S REPORT: Motion by Schumer to approve the Treasurer’s August 31, 2026 report as presented, seconded by Hodal and carried aye-3. ROAD SUPERVISOR REPORT: 2010 Ford pickup taken to Joes Auto for estimate of repairs, 4 to 10 thousand. Signs put up at Murmuring Pines, RR crossing and repainted RR crossing on 19th & 18th St. Letters sent To Norwood &17th St about cutting right of way. The ventilation fan is up and operational. Flooding projects done except 12th Ave culvert due to permits & zoning. 2nd round of mowing complete. Updating culverts and inspecting for inventory. CONSTABLE REPORT: Seven incidents: camper issues, burnouts, UTV stops,& trash dumped. AUDIT FINANCIAL REPORT: The 2025 Town of Necedah Audit report was completed by Hawkins Ash CPAs from Lacrosse. The report showed no fraud, no abuse & no violations. It said the Town does have checks and balances to verify amounts. 2 APPROVAL OF OPERATOR LICENSE FOR 2026-2028: KATELYN BROWN-BIG FRANKS Motion by Hodal to approve Katelyn Brown –Big Franks operator license for 2026-2028, seconded by Schumer and carried aye-3. SET 2027 BUDGET WORKSHOP DATE: October 1, 2026 at 5:00 pm. NEXT MONTH MEETING DATE, 2ND MONDAY OF MONTH, OCTOBER 12, 2026 AT 6:30PM ADJOURNMENT: Motion by Schumer to adjourn at 7:06 pm, seconded by Hodal and carried aye-3. ROLL CALL: Those present were: Chairman Scott Darnell, Supervisors George Schumer & Ginny Hodal, Clerk Susan Kosinski, Treasurer Cheryl Barnharst, and Matt Goeb Road Supervisor. PURCHASE OF PICKUP TRUCK TO REPLACE THE 2010: Motion by Hodal to approve purchase of 2026 Chevy 3500 crew cab 1 ton pick-up up to $70,900.00, seconded by Schumer, motion carried aye-3. 2027 BUDGET WORKSHOP: Budget was completed with total levy of $283,693.00 including $80,000.00 for debt promissory note levy for pick up truck. The 2027 budget balance at $1,067,595.00, including $50,000.00 from capital equipment & general reserve each. Motion by Hodal to approve budget at $1,067,595.00 with a levy of $283,693.00, seconded by Schumer, motion carried aye-3.
