MINUTES
TOWN OF PLOVER BOARD MEETING
DECEMBER 30, 2025
1. CALL TO ORDER:
Chairman Garbe called the meeting of the Town of Plover Town Board to order at 6:02 PM with the
Pledge of Allegiance. Also present were Supervisors Firkus, Pingel, and Tuttle; Clerk/Treasurer
Weller; Superintendent of Highways William Honaker; Town of Plover resident Priscilla Garbe; Wood
County Highway Commissioner Roland Hawk; Village of Biron Public Works Director Kayla Lumaye;
and James Hopp of Best Excavating & Trucking, LLC. Supervisor Bentley was excused.
2. CORRESPONDENCE AND COMMUNICATIONS:
No correspondence or communications were presented.
3. PUBLIC COMMENTS:
There were no public comments.
4. DISCUSSION WITH WOOD COUNTY HIGHWAY COMMISSIONER REGARDING JURISDICTIONAL
STATUS OF FORMER COUNTY HIGHWAY U (80TH STREET):
Wood County Highway Commissioner Roland Hawk provided historical background and detailed
current reconstruction plans for a portion of the former Wood County Highway U (80th Street) and
the desire to transfer the road back to local municipalities after work is completed in 2026. The
Town of Plover Town Board must decide whether to accept jurisdictional authority along with the
Village of Biron for a roughly nine-tenths-mile section of road between North Biron Drive and State
Highway 54. Future driveway permitting issues and incorporation of the former jurisdictional
transfer of a different segment of the former Wood County Highway U (80th Street) into a possible
new jurisdictional transfer agreement will be considered in further discussions.
5. HIGHWAY SUPERINTENDENT REPORT AND AUTHORIZATION FOR PURCHASES:
Superintendent of Highways William Honaker reported on sand and salt inventory, snow plowing,
purchase of a plow blade, downed trees, and concerns about trees leaning over roads.
6. AUTHORIZATION OF 2026 ANNUAL WEIGHT LIMIT PERMITS:
Supervisor Pingel made the motion to approve permits to operate overweight trucks on
designated Town of Plover roads for Best Excavating & Trucking, LLC, Bohn Trucking & Excavating,
Inc., CHS, Inc., Fahrner Excavating/Trucking, Inc., Garrison’s Septic Installation & Repair, Inc., JACO
Trucking, LLC, Joe’s Best Septic Services, LLC, JR’s Dirt Works, LLC, Pepowski Construction, Inc., and
Wisconsin Building Supply. Supervisor Tuttle seconded the motion, the question was called, and
the motion carried unanimously.
7. MINUTES OF TOWN BOARD MEETINGS AND ANY OTHER MINUTES TO BE PRESENTED:
Supervisor Pingel made the motion to approve the minutes of the October 16, 2025, and October
29, 2025, town board meetings as presented. Supervisor Firkus seconded the motion, the
question was called, and the motion carried unanimously.
8. RECONCILED BANK STATEMENTS AND CASH SUMMARY:
• RECONCILED BANK STATEMENTS OF NOVEMBER 30, 2025:
Clerk/Treasurer Weller previously distributed copies of the November Portage County Bank
statement and reconciliation to board members. The Portage County Bank NOW checking
account reconciled at $12,071.80 on November 30, 2025. Supervisor Pingel made the motion

to approve the Portage County Bank statement reconciliation as presented, Supervisor Firkus
seconded, the question was called, and the motion carried unanimously.
Clerk/Treasurer Weller previously distributed copies of the November Local Government
Investment Pool (LGIP) statement and reconciliation to board members. The LGIP committed
and uncommitted accounts reconciled at a total of $1,218,675.97 on November 30, 2025.
Supervisor Pingel made the motion to approve the LGIP statement reconciliation as
presented, Supervisor Firkus seconded, the question was called, and the motion carried
unanimously.
• CASH SUMMARY AS OF DECEMBER 30, 2025, AT 6:00 PM:
COMMITTED FUNDS: $ 219,210.02
UNCOMMITTED FUNDS: GENERAL ACCOUNT $ 1,346,131.74
NOW CHECKING $ 9,969.91
TOTAL UNCOMMITTED FUNDS: $ 1,356,101.65
TOTAL CASH FOR TOWN OF PLOVER: $ 1,575,311.67
Supervisor Pingel made the motion to approve the cash summary as presented, Supervisor
Firkus seconded, the question was called, and the motion carried unanimously.
9. BUDGET ADJUSTMENTS:
Chairman Garbe shared charts comparing actual year-to-date Town of Plover Public Works
Department employee hours and wages to budgeted amounts and noted that wages were just
under budget for the year.
Clerk/Treasurer Weller reported overages of $5,620.66 in Election - Supplies & Small Equipment
relating to the purchase of the DS300 poll place ballot scanner and vote tabulator, ExpressVote
firmware licenses and hardware maintenance, and other miscellaneous election supplies, $3.25 in
Town Hall - Water Service due to bottled water equipment rental, $590.00 in Town Insurance -
Liability and $979.00 in Highway Equipment - Vehicle Insurance pertaining to policy premium
increases for 2026, and $1,203.40 in Snow Plow Contract because of more snow than usual in
December 2025.
Supervisor Pingel made the motion to adjust the overages by transferring $8,396.31 from
Contingency Fund. Supervisor Tuttle seconded the motion, the question was called, and the
motion carried unanimously.
10. APPROVAL OF VOUCHERS FOR PAYMENT, SIGNING OF VOUCHER LIST, AND AUTHORIZATION OF
TRANSFER OF FUNDS:
Supervisor Pingel made the motion to approve the payment of $61,730.42 to cover Checks 28097
through 28142 and electronic funds transfers EFT114Q25 and EFTSW1125, including the reversal
and voiding of Check 28124. Supervisor Firkus seconded the motion, the question was called, and
the motion carried unanimously.
Chairman Garbe reported that the Town of Plover owes $2,466.15 in State of Wisconsin General
Transportation Aids to the Village of Biron per the jurisdictional transfer agreement executed in
2019 for a three-tenths-mile segment of the former Wood County Highway U (80th Street).

11. FUTURE MEETING DATES AND AGENDA ITEMS:
The next regular town board meeting is scheduled for January 21 at 6:00 PM. Future agendas will
include the possible jurisdictional transfer of a section of the former Wood County Highway U (80th
Street), roadside brushing, and bridge repairs or replacement on Biron Drive East. Chairman Garbe,
Supervisor Firkus, and Clerk/Treasurer Weller expressed interest in attending the Wisconsin Towns
Association district meeting in Stevens Point on February 27. Chairman Garbe indicated that he will
be notifying several residents that they must stop plowing snow into road right-of-way.
12. ADJOURNMENT:
Supervisor Pingel made the motion to adjourn the meeting at 7:34 PM, Supervisor Tuttle
seconded, the question was called, and the motion carried unanimously.
